                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment limiting the number of terms a
    1-2  member of the house may serve as speaker.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article III, Section 9(b), of the Texas
    1-5  Constitution is amended to read as follows:
    1-6        (b)  The House of Representatives shall, when it first
    1-7  assembles, organize temporarily, and thereupon proceed to the
    1-8  election of a Speaker from its own members.  A member may not serve
    1-9  for more than three terms as Speaker.  For purposes of this
   1-10  section, a person serves a term as Speaker if the person serves in
   1-11  that office during all or part of a regular session of the
   1-12  Legislature.
   1-13        SECTION 2.  This proposed constitutional amendment shall be
   1-14  submitted to the voters at an election to be held November 2, 1993.
   1-15  The ballot shall be printed to provide for voting for or against
   1-16  the proposition:  "The constitutional amendment prohibiting a
   1-17  member of the Texas House of Representatives from serving more than
   1-18  three terms as speaker."
