          Substitute the following for H.J.R. No. 54:

                                   A JOINT RESOLUTION
    1-1  proposing a constitutional amendment relating to garnishment of
    1-2  wages for court-ordered payments in a criminal judgment.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article XVI, Section 28, of the Texas
    1-5  Constitution is amended to read as follows:
    1-6        Sec. 28.  No current wages for personal service shall ever be
    1-7  subject to garnishment, except for the enforcement of court-ordered
    1-8  child support payments or a court-ordered payment in a criminal
    1-9  judgment.
   1-10        SECTION 2.  This proposed constitutional amendment shall be
   1-11  submitted to the voters at an election to be held on November 2,
   1-12  1993.  The ballot shall be printed to provide for voting for or
   1-13  against the proposition:  "The constitutional amendment permitting
   1-14  garnishment of wages for court-ordered payments in a criminal
   1-15  judgment."
