                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment to increase certain
    1-2  constitutionally dedicated funding for public institutions of
    1-3  higher education.
    1-4        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Article VII, Section 17(a), of the Texas
    1-6  Constitution is amended to read as follows:
    1-7        (a)  For the fiscal year that begins September 1, 1994, $150
    1-8  million is appropriated out of the first money coming into the
    1-9  state treasury not otherwise appropriated by the constitution for
   1-10  the purposes of this subsection.  For each fiscal year beginning
   1-11  with the fiscal year that begins September 1, 1995, $200 million is
   1-12  <In the fiscal year beginning September 1, 1985, and each fiscal
   1-13  year thereafter, there is hereby> appropriated out of the first
   1-14  money coming into the state treasury not otherwise appropriated by
   1-15  the constitution <$100 million> to be used by eligible agencies and
   1-16  institutions of higher education for the purpose of acquiring land
   1-17  either with or without permanent improvements, constructing and
   1-18  equipping buildings or other permanent improvements, major repair
   1-19  or rehabilitation of buildings or other permanent improvements, and
   1-20  acquisition of capital equipment, library books and library
   1-21  materials.  Except as otherwise provided by this subsection, during
   1-22  <During> the regular session of the legislature that is nearest,
   1-23  but preceding, the beginning of each fifth fiscal year dating from
   1-24  September 1, 1985, the legislature may by two-thirds vote of the
    2-1  membership of each house adjust the amount of the constitutional
    2-2  appropriation for the ensuing five years but may not adjust the
    2-3  appropriation in such a way as to impair any obligation created by
    2-4  the issuance of bonds or notes in accordance with this section.
    2-5        SECTION 2.  This proposed constitutional amendment shall be
    2-6  submitted to the voters at an election to be held on November 2,
    2-7  1993.  The ballot shall be printed to provide for voting for or
    2-8  against the proposition:  "The constitutional amendment relating to
    2-9  increasing certain constitutionally dedicated funding for public
   2-10  institutions of higher education."
