                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment relating to restructuring of
    1-2  the administration and financing of public schools.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article VII of the Texas Constitution is amended
    1-5  by adding Section 1-a to read as follows:
    1-6        Sec. 1-a.  The legislature shall enact laws to provide for
    1-7  the equitable distribution of public funds to school districts, to
    1-8  provide for the efficient administration of public schools, and to
    1-9  exempt school districts from regulatory requirements that are
   1-10  identified as impediments to the efficient operation of the public
   1-11  schools.  The legislature shall submit those laws enacted under
   1-12  this section to a referendum of the voters.  If approved by the
   1-13  voters, those laws take effect and are valid for all purposes under
   1-14  this constitution.
   1-15        SECTION 2.  This proposed constitutional amendment shall be
   1-16  submitted to the voters at an election to be held August 14, 1993.
   1-17  The ballot shall be printed to provide for voting for or against
   1-18  the proposition:  "The constitutional amendment providing for the
   1-19  equitable distribution of public school funds, providing for the
   1-20  efficient administration of public schools, and exempting school
   1-21  districts from regulations that impede the efficient operation of
   1-22  schools."
