                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment relating to the dedication of
    1-2  a portion of state sales and use tax to criminal justice purposes.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article 8, Texas Constitution is amended by
    1-5  adding a new Section 24, to read as follows:
    1-6        Sec. 24.  DEDICATION OF THE STATE SALES AND USE TAX.  One
    1-7  half of one percent of the state sales and use tax shall be
    1-8  dedicated to the following criminal justice purposes:  prison
    1-9  operations; new prison construction; parole special programs and
   1-10  operations including the funding of intermediate sanctions
   1-11  facilities for parole violators; and alternative community
   1-12  corrections programs.  The Legislature may not use this additional
   1-13  revenue to supplant funds currently being spent for criminal
   1-14  justice purposes.   The funds shall be used for additional
   1-15  facilities and programs.
   1-16        SECTION 2.  This proposed constitutional amendment shall be
   1-17  submitted to the voters at an election to be held November 9, 1993.
   1-18  The ballot shall be printed to provide for voting for or against
   1-19  the proposition:  Increasing the rate of the sales and use tax by
   1-20  one half of one cent and dedicating that increase for criminal
   1-21  justice purposes, including the building and operation prison
   1-22  facilities and community corrections programs.
