                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment authorizing the legislature to
    1-2  establish a save-at-the-pump motor vehicle insurance system.
    1-3        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article VIII of the Texas Constitution is amended
    1-5  by adding Section 7-c to read as follows:
    1-6        Sec. 7-c.  (a)  The legislature may establish a system of
    1-7  insurance against losses arising out of the maintenance, operation,
    1-8  and use of motor vehicles, including losses for personal injury,
    1-9  death, and property damage.
   1-10        (b)  A system established under this section may provide for
   1-11  the collection of a premium at the time of sale of motor fuels and
   1-12  lubricants and at the time a motor vehicle is registered.  A
   1-13  premium collected under this subsection shall be used to fund the
   1-14  system.  Section 7-a of this article does not apply to a premium
   1-15  collected under this subsection.
   1-16        SECTION 2.  This proposed constitutional amendment shall be
   1-17  submitted to the voters at an election to be held November 2, 1993.
   1-18  The ballot shall be printed to provide voting for or against the
   1-19  proposition:  "The constitutional amendment authorizing the
   1-20  legislature to establish a 'save-at-the-pump' motor vehicle
   1-21  insurance system."
