                                  A JOINT RESOLUTION
    1-1  proposing a constitutional amendment to validate certain
    1-2  legislation relating to the issuance of a license to carry a
    1-3  handgun.
    1-4        BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Article I of the Texas Constitution is amended by
    1-6  adding Section 23a to read as follows:
    1-7        Sec. 23a.  If House Bill No. 1776, 73rd Legislature, Regular
    1-8  Session, 1993, is passed by both houses of the legislature, that
    1-9  bill takes effect and becomes law January 1, 1995, in the same
   1-10  manner as a bill that is passed by both houses and becomes law as
   1-11  provided by Article IV, Section 14.
   1-12        SECTION 2.  (a)  This proposed constitutional amendment shall
   1-13  be submitted to the voters at an election to be held November 8,
   1-14  1994, but only if H.B. No. 1776, 73rd Legislature, Regular Session,
   1-15  1993, is passed by both houses of the legislature but does not
   1-16  become law on or before September 1, 1994.  The ballot shall be
   1-17  printed to provide for voting for or against the following
   1-18  proposition:  "The constitutional amendment to give effect to House
   1-19  Bill 1776, which authorizes the issuance of a license to carry a
   1-20  handgun."
   1-21        (b)  If the circumstances described by Subsection (a) of this
   1-22  section do not occur, this resolution has no effect.
