H.R. No. 12
                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives is proud to honor
    1-2  Charles W.  (Charlie) Simmons, the widely esteemed Nacogdoches
    1-3  County Commissioner for Precinct 3; and
    1-4        WHEREAS, A native of Nacogdoches County, this remarkable
    1-5  gentleman was born in Melrose and attended Nacogdoches High School;
    1-6  and
    1-7        WHEREAS, Upon graduation from Stephen F. Austin State
    1-8  University in 1957, he began a long and illustrious coaching career
    1-9  as an assistant coach at Carthage High School, where he established
   1-10  an enviable record of success over the ensuing four seasons; and
   1-11        WHEREAS, From 1961 to 1975, athletic teams at Leverett's
   1-12  Chapel High School, DeKalb High School, Stephen F. Austin State
   1-13  University, and Kilgore Junior College were each in turn the
   1-14  beneficiaries of Coach Simmons' expertise, professionalism, and
   1-15  common good sense; in 1976 he returned to Stephen F.  Austin State
   1-16  University, where his 24-year coaching career was capped by a
   1-17  brilliant six-year stint as both head coach and athletic director;
   1-18  and
   1-19        WHEREAS, Although he retired from the coaching ranks in 1981,
   1-20  he was unwilling to rest on his coaching laurels and encouraged by
   1-21  his beloved wife, Dixy Sullivan Simmons, this indefatigable
   1-22  individual next decided to enter the political arena and was duly
   1-23  elected Nacogdoches County Commissioner in 1984; and
   1-24        WHEREAS, Since assuming his responsibilities in January 1985,
    2-1  Mr. Simmons has proven himself to be a dedicated public servant
    2-2  whose first priority has always been the continued welfare of
    2-3  Nacogdoches County and its residents; and
    2-4        WHEREAS, During his tenure in office, he has served proudly
    2-5  and capably in a number of challenging capacities, as pro tem of
    2-6  Nacogdoches County Commissioners Court, vice-president of the North
    2-7  & East Texas County Judges and Commissioners Association, chairman
    2-8  of the State Nominating Committee for County Judges and
    2-9  Commissioners Association of Texas, and member of the State
   2-10  Legislative Committee for County Judges and Commissioners
   2-11  Association of Texas, the Deep East Texas Self-Insurance Fund, and
   2-12  the board of directors for Deep East Texas Council of Governments;
   2-13  and
   2-14        WHEREAS, A man with firm ties to his community, he belongs to
   2-15  the First United Methodist Church of Nacogdoches and has been an
   2-16  active participant in civic affairs as a member of the Nacogdoches
   2-17  Rotary Club and as Golden Greeter for the Nacogdoches Chamber of
   2-18  Commerce; and
   2-19        WHEREAS, Throughout both his careers, Charlie Simmons has
   2-20  contributed tremendously to the betterment of the Nacogdoches
   2-21  community and the State of Texas; a man of great vision and
   2-22  commitment, he is indeed deserving of special recognition and
   2-23  praise; now, therefore, be it
   2-24        RESOLVED, That the House of Representatives of the 73rd Texas
   2-25  Legislature hereby honor Charles W. Simmons, Nacogdoches County
   2-26  Commissioner for Precinct 3, and extend to him best wishes for
   2-27  continued success and happiness in the years to come; and, be it
    3-1  further
    3-2        RESOLVED, That an official copy of this resolution be
    3-3  prepared for this noteworthy Texan as an expression of appreciation
    3-4  and high regard by the Texas House of Representatives.
