R E S O L U T I O N
1-1 WHEREAS, The house of representatives has received an
1-2 appropriation to operate as an independent agency of the state
1-3 government, charged with the responsibility of enacting laws to
1-4 protect and enhance the lives of the people of the State of Texas;
1-5 and
1-6 WHEREAS, As directed by the Constitution of the State of
1-7 Texas, the members of the 73rd <72nd> Legislature have duly elected
1-8 a speaker charged with the responsibility of enforcing, applying,
1-9 and interpreting the rules of the house in all deliberations of the
1-10 house; and
1-11 <WHEREAS, The Rules of the House of Representatives provide
1-12 that all officers and employees of the house shall be selected and
1-13 appointed by the speaker and that he shall have the right to
1-14 discharge any of them; and>
1-15 WHEREAS, The Rules of the House of Representatives provide
1-16 that the speaker of the house shall appoint a Committee on House
1-17 Administration, which shall have jurisdiction over (1) the
1-18 administrative operation of the house and its employees, (2) the
1-19 general house fund, with full control over all expenditures
1-20 therefrom, (3) all property, equipment, and supplies obtained by
1-21 the house for its use and the use of its members, and (4) all
1-22 office and parking space available for the use of the house and its
1-23 members; and
1-24 WHEREAS, It is deemed essential that the house of
2-1 representatives conduct its business in an efficient and orderly
2-2 manner during the 73rd <72nd> Legislature; now, therefore, be it
2-3 RESOLVED by the House of Representatives of the State of
2-4 Texas, That the speaker is authorized to make any expenditures or
2-5 transfers and perform any function deemed necessary for the
2-6 effective and efficient operation of the house of representatives;
2-7 and, be it further
2-8 RESOLVED, That the speaker's apartment and offices be set
2-9 aside for the use of the speaker, his family, and members, as the
2-10 speaker may designate, throughout the speaker's term of office, and
2-11 that the Committee on House Administration be authorized to make
2-12 the necessary expenditures to operate and properly equip and
2-13 service the speaker's apartment and offices and to employ such help
2-14 as may be necessary to properly maintain and care for the apartment
2-15 and offices; and, be it further
2-16 RESOLVED, That the speaker and his family are hereby
2-17 authorized to occupy the speaker's apartment during the speaker's
2-18 term of office, utilizing the services of employees of the house
2-19 and others on a temporary basis, if and as needed, and the speaker
2-20 is further authorized to obtain through the Committee on House
2-21 Administration the necessary supplies and services to operate the
2-22 speaker's office and also to have paid through that committee
2-23 necessary local and long distance telephone charges; and, be it
2-24 further
2-25 RESOLVED, That the speaker of the house is authorized to
2-26 attend any meetings of or sponsored by the Council of State
2-27 Governments and any meetings on problems of federal-state relations
3-1 and interstate relations and cooperation, and any other
3-2 governmental meeting in or outside the state, and at the speaker's
3-3 discretion, he may appoint members of the house, staff members, and
3-4 other employees of the house to accompany him or to represent him
3-5 at said meetings or to attend in-service training courses sponsored
3-6 by the Council of State Governments, the National Conference of
3-7 State Legislatures, or such other training courses, conferences, or
3-8 seminars as the speaker may determine. Members of the house
3-9 attending meetings under this authority while the legislature is in
3-10 session may be reimbursed for actual and necessary expenses.
3-11 Members of the house attending meetings under this authority while
3-12 the legislature is not in session and staff members and other
3-13 employees of the house attending meetings at any time under this
3-14 authority may be reimbursed for either actual and necessary
3-15 expenses or a per diem not to exceed that provided by law for state
3-16 officials or state employees. In addition, members, staff, and
3-17 other employees attending meetings under this authority may be
3-18 reimbursed for mileage or other transportation expenses at the same
3-19 rate as provided by law for state officials or state employees
3-20 together with registration fees and tuition. To receive payment
3-21 under this paragraph, sworn expense accounts must be filed with and
3-22 approved by the chairman of the Committee on House Administration
3-23 or an officer of the house designated in writing by the Committee
3-24 on House Administration <speaker>. Prior written approval of the
3-25 <speaker and> chairman of the Committee on House Administration to
3-26 attend any such meetings, conferences, seminars, or training
3-27 courses is a prerequisite for reimbursement for travel and other
4-1 related expenses. Reimbursement for expenses incurred by a member,
4-2 staff member, or employee of the house in an appointive capacity
4-3 resulting from an appointment made by anyone other than the speaker
4-4 shall be made only in the event that the appointment and expenses
4-5 to be incurred have been previously approved in writing by the
4-6 <speaker and the> Committee on House Administration. The speaker
4-7 is authorized to expend money for memberships in interstate
4-8 associations of legislators considered necessary to discharge
4-9 properly the duties and responsibilities of the office of speaker;
4-10 and, be it further
4-11 RESOLVED, That the speaker is hereby authorized to grant
4-12 authority to select committees, interim <special committees,> study
4-13 committees, subcommittees, or standing committees of the house to
4-14 hold meetings while the legislature is not in session as the
4-15 speaker considers necessary and desirable to conduct the business
4-16 of the house and to assist the speaker in conducting the business
4-17 of the house, under a pattern of operation and restrictions
4-18 determined by the rules of the house, and the committee members and
4-19 employees may be reimbursed for either actual and necessary
4-20 expenses or a per diem not to exceed that provided by law for state
4-21 officials or state employees, along with mileage or other
4-22 transportation expenses at the same rate as provided by law for
4-23 state officials or state employees when conducting such business
4-24 and attending those meetings when approved by the <speaker and the>
4-25 Committee on House Administration; and, be it further
4-26 RESOLVED, That the Committee on House Administration<,
4-27 subject to the approval of the speaker,> shall:
5-1 (1) approve all contracts necessary for the effective
5-2 operation of the divisions of the house and its committees and
5-3 consider and adopt operating budgets that cover both session and
5-4 interim periods for the divisions of the house and all committees
5-5 appointed pursuant to the resolution adopting the rules of the
5-6 house or appointed by the speaker pursuant to any other resolution;
5-7 (2) effectuate policies and determine guidelines for the
5-8 operation of the divisions and committees of the house;
5-9 (3) employ all personnel necessary for the operation of the
5-10 house and provide funds for the<, including> adequate staffing of
5-11 all committees appointed by the speaker, provided that<:>
5-12 <(a)> any employee of the house who shall be absent
5-13 without leave shall not receive compensation for the time missed;
5-14 <(b) salaries of employees shall begin when they are
5-15 instructed to start work by the Committee on House Administration
5-16 and the speaker; and>
5-17 <(c) a committee employee or any person, firm, or
5-18 corporation employed by a committee or subcommittee with the
5-19 approval of the speaker and Committee on House Administration may
5-20 not be paid a salary in excess of $2,375 for any one month in
5-21 calendar year 1991 or $2,500 for any one month in calendar year
5-22 1992, except that a committee that requires the assistance of a
5-23 staff person with extraordinary qualifications may, with the
5-24 approval of the speaker and Committee on House Administration, pay
5-25 that person a salary not to exceed $2,500 for any one month in
5-26 calendar year 1991 or calendar year 1992;>
5-27 (4) assign duties to employees of the house in accordance
6-1 with rules of the house or requirements prescribed by the Committee
6-2 on House Administration, and fix and adjust their compensation and
6-3 hours of employment; and
6-4 (5) dispense with the services of any employee of the house
6-5 who is not needed or who is guilty of misconduct; and, be it
6-6 further
6-7 RESOLVED, That the officers and employees for the 73rd <72nd>
6-8 Legislature<, including those enumerated below,> be appointed by
6-9 and serve at the pleasure of the speaker<:>
6-10 <1. Chief Clerk>
6-11 <2. Sergeant at Arms>
6-12 <3. Journal Clerk>
6-13 <4. Chaplain>
6-14 <5. Parliamentarian>
6-15 <6. Assistant Parliamentarian>
6-16 <7. Director of Administration>
6-17 <8. Committee Coordinator>
6-18 <9. Executive Director>
6-19 <10. Deputy Director for Legislative Assistance>
6-20 <11. Deputy Director for Support Services>
6-21 <12. Deputy Director for Finance>;
6-22 and, be it further
6-23 RESOLVED, That the speaker shall have the right to discharge
6-24 any officer or employee of the house appointed by the speaker<,
6-25 including its divisions and committees,> when the best interest of
6-26 the house of representatives would be served by so doing. The
6-27 authority to appoint and discharge officers and employees of the
7-1 house may be delegated to the Committee on House Administration to
7-2 the extent and for the length of time the speaker determines. In
7-3 the event of the absence, resignation, or death of any officer or
7-4 employee of the house, the speaker may designate a person to take
7-5 charge of and attend to all the duties of the office affected until
7-6 the officer returns or until a successor is chosen. Officers and
7-7 employees of the house shall receive the compensation that the
7-8 speaker or Committee on House Administration determines; and, be it
7-9 further
7-10 RESOLVED, That all offices of the house shall be open on days
7-11 and hours determined by the Committee on House Administration or
7-12 the speaker and other hours that the house or its committees are in
7-13 session; and, be it further
7-14 RESOLVED, That employees of the house who are not employees
7-15 of a committee or an individual member shall:
7-16 (1) be on duty on the days and hours determined by the
7-17 Committee on House Administration;
7-18 (2) perform all duties directed by the Committee on House
7-19 Administration;
7-20 (3) be allowed to appear before a standing or select
7-21 committee on a measure when granted permission by majority vote of
7-22 the committee;
7-23 (4) not enter the house chamber when the house is in session
7-24 except when performing their official duties;
7-25 (5) not enter the area on the floor of the house enclosed by
7-26 the railing when the house is in session except when specifically
7-27 authorized by the Committee on House Administration;
8-1 (6) not cast a vote for a member on the voting machine or
8-2 otherwise;
8-3 (7) not compile or release any information concerning the
8-4 voting record of any member of the house for any session of the
8-5 legislature except when a member requests information about that
8-6 member's personal voting record, or when the information is for the
8-7 journal or other official records;
8-8 (8) not campaign or assist in the campaign of any candidate
8-9 for speaker;
8-10 (9) not attempt to, or aid anyone in an attempt to,
8-11 influence any member of the house in favor of or against any
8-12 measure pending before the legislature, either directly or
8-13 indirectly, except when answering questions or giving information
8-14 at the request of a member of the house;
8-15 (10) not be permitted to receive, directly or indirectly,
8-16 any compensation, by gift or otherwise, from any other source,
8-17 unless specifically authorized by the Committee on House
8-18 Administration; and
8-19 (11) be subject to immediate discharge by the Committee on
8-20 House Administration for violation of any of these provisions or
8-21 any other applicable rule; and, be it further
8-22 RESOLVED, That employees of individual members and committees
8-23 shall:
8-24 (1) be on duty on the days and hours determined by the
8-25 employing authority;
8-26 (2) perform all duties directed by the employing authority;
8-27 (3) be allowed to appear before a standing or select
9-1 committee on a measure when granted permission by majority vote of
9-2 the committee;
9-3 (4) not enter the house chamber when the house is in session
9-4 except when they are performing their official duties and are
9-5 specifically authorized to do so by the Committee on House
9-6 Administration;

9-20 influence any member of the house in favor of or against any
9-21 measure pending before the legislature, either directly or
9-22 indirectly, except when answering questions or giving information
9-23 at the request of a member of the house;
9-24 (10) not be permitted to receive, directly or indirectly,
9-25 any compensation, by gift or otherwise, from any other source,
9-26 unless specifically authorized by the employing authority;
9-27 (11) be subject to immediate discharge by the employing
10-1 authority for violation of any of these provisions or any other
10-2 applicable rule. The individual member or chair employing any
10-3 employee who violates any applicable provision or rule shall be
10-4 advised of the violation by the Committee on House Administration,
10-5 and the employing authority shall take appropriate action with
10-6 regard to the employee in question. The Committee on House
10-7 Administration may conduct an investigation into allegations of
10-8 gross misconduct and may discharge or otherwise discipline an
10-9 employee of an individual member or committee if the committee
10-10 finds that the employee has engaged in gross misconduct; and, be it
10-11 further
10-12 RESOLVED, That the period of employment of all employees
10-13 shall be determined by the employing authority, except that all
10-14 employees shall be terminated not later than noon on the day of the
10-15 convening of the next regular session. The salaries of employees
10-16 of individual members, committees, and the house shall begin when
10-17 they are instructed to start work by their respective employing
10-18 authority. An employee of an individual member, a committee
10-19 employee, or any person, firm, or corporation employed by a
10-20 committee or subcommittee may not be paid a salary in excess of
10-21 $2,650 for any one month in fiscal year 1993; and, be it further
10-22 RESOLVED, That each member of the house be allocated funds
10-23 for staff, office supplies, office equipment, postage, printing,
10-24 telephone, travel, and such other reasonable and necessary office
10-25 expenses as may be determined by the Committee on House
10-26 Administration. The manner in which funds are allocated, and the
10-27 amounts thereof, are as follows:
11-1 (1) each member shall have the following operating accounts
11-2 for the 73rd <72nd> Legislature:
11-3 (a) a Session Year Three <One> Operating Account
11-4 (January 12, 1993 <8, 1991>, through December 31, 1993 <1991>); and
11-5 (b) a Session Year Four <Two> Operating Account
11-6 (January 1, 1994 <1992>, through January 10, 1995 <12, 1993>);
11-7 (2) each member who served in the 72nd <71st> Legislature
11-8 may carry forward and have credited to the member's Session Year
11-9 Three <One> Operating Account the unexpended balance of the
11-10 member's Session Year Two <Ten> Operating Account not to exceed
11-11 $10,000. Each member who did not serve in the 72nd <71st>
11-12 Legislature may have credited to the member's Session Year Three
11-13 <One> Operating Account the amount of $1,000;
11-14 (3) each member's operating account shall be credited with
11-15 $7,500 <$7,250> for each month in fiscal year 1993, except that the
11-16 Committee on House Administration may provide to the dean and the
11-17 speaker pro tempore of the house additional funds as may be
11-18 determined to be necessary for the duties of those offices to be
11-19 fulfilled <which the legislature is in session and $6,250 for each
11-20 month in which the legislature is not in session>;
11-21 (4) each member's Session Year Three <One> Operating Account
11-22 shall be closed as of December 31, 1993 <1991>, and a final audit
11-23 shall be conducted as soon thereafter as possible. Each member may
11-24 carry forward and have credited to the member's Session Year Four
11-25 <Two> Operating Account the unexpended balance of the member's
11-26 Session Year Three <One> Operating Account not to exceed $10,000.
11-27 Each member's Session Year Four <Two> Operating Account shall be
12-1 closed as of January 10, 1995 <12, 1993>, and a final audit shall
12-2 be conducted as soon thereafter as possible;
12-3 (5) all expenditures shall be charged to the period in which
12-4 they are encumbered; provided, that while the legislature is in
12-5 session, the travel expenses of members for one trip each week
12-6 between Austin and their districts and return shall not be charged
12-7 against the members' operating accounts but shall be paid from
12-8 funds appropriated for that purpose by the legislature;
12-9 (6) a member may employ, with sums from the member's
12-10 operating budget, such staff as the member deems necessary<,
12-11 provided that:>
12-12 <(a) no member's employee may be paid a salary in
12-13 excess of $2,375 for any one month in the calendar year 1991 or
12-14 $2,500 for any one month in the calendar year 1992; and>
12-15 <(b) no member may pay aggregate salaries in excess of
12-16 $7,250 per month when the legislature is in session or $6,250 per
12-17 month when the legislature is not in session>;
12-18 (7) subject to approval of the Committee on House
12-19 Administration, members may join in the employment of a research
12-20 assistant or assistants to be paid jointly from their operating
12-21 budgets. Unless expressly authorized by the provisions of this
12-22 resolution, the <The> members who join together to sponsor such
12-23 research shall not constitute a committee, task force, or group to
12-24 operate in any official or quasi-official manner not specifically
12-25 authorized under the Rules of the House of Representatives;
12-26 (8) position classifications for all member employees,
12-27 committee employees, and research employees shall be as follows,
13-1 unless otherwise determined by the Committee on House
13-2 Administration:

13-20 (9) copies of bills, resolutions, and attachments thereto
13-21 shall be made available free of charge to members of the house who
13-22 call at the bill distribution office and request them, and the cost
13-23 of these copies shall be paid from funds appropriated for that
13-24 purpose by the legislature, provided that if the Committee on House
13-25 Administration finds gross abuse of this privilege, it may
13-26 establish a policy regarding such distribution; and, be it further
13-27 RESOLVED, That the Committee on House Administration<,
14-1 subject to the approval of the speaker,> may provide or allow
14-2 individual members to provide from their operating accounts
14-3 operating funds to any organization or caucus composed exclusively
14-4 of members of the house, may for that purpose adopt policies to
14-5 determine the eligibility of such an organization for funding, and
14-6 may adopt policies restricting the purposes for which such funds
14-7 may be expended. A member of the house who joins an eligible
14-8 organization or caucus to which the member will be contributing
14-9 funds from the member's operating account, as authorized by the
14-10 Committee on House Administration, shall make a monthly
14-11 contribution to that organization or caucus each month for at least
14-12 six months after the member joins the organization or caucus. Each
14-13 eligible organization or caucus shall provide to the chief clerk,
14-14 on a regular basis, a list of its current membership and officers;
14-15 and, be it further
14-16 RESOLVED, That the Committee on House Administration may
14-17 provide operating funds for a house research organization that will
14-18 be an administrative department of the house, and may for that
14-19 purpose adopt policies and procedures relating to the operation of
14-20 that organization <House Research Organization shall be an
14-21 administrative department of the house, and it shall be governed by
14-22 a 15 member steering committee composed of house members serving
14-23 staggered four year terms, who are subject to approval of the house
14-24 membership. The House Research Organization shall have an
14-25 operating account for the 72nd Legislature (Session Year One and
14-26 Session Year Two) and in compliance with the terms of its
14-27 establishment shall operate under a budget approved by the steering
15-1 committee and the Committe on House Administration>; and, be it
15-2 further
15-3 <RESOLVED, That from those committees authorized by the rules
15-4 of procedure to have a subcommittee on budget and oversight, the
15-5 Committee on House Administration may approve an additional budget
15-6 request for up to $10,000 to fund the committee staff position of
15-7 research assistant for the chairman for budget and oversight for
15-8 the five months of the regular session in 1991. The research
15-9 assistant shall be subject to the policies relating to other
15-10 committee employees. The research assistant may not be paid a
15-11 salary in excess of $2,375 for any one month; provided, however,
15-12 that no more than $2,000 of the research assistant's salary may be
15-13 paid from the funds allocated to the committee; and the remainder
15-14 of the research assistant's salary shall be paid from the member
15-15 operating account of the chairman for budget and oversight; and, be
15-16 it further>
15-17 RESOLVED, That the Committee on House Administration<,
15-18 subject to the approval of the speaker,> shall:
15-19 (1) provide and maintain for the use of the speaker,
15-20 members, employees, divisions, and committees of the house such
15-21 stationery, stamps, office equipment, furniture, fixtures,
15-22 supplies, and telephone and other services as may be necessary;
15-23 (2) keep an itemized account of the quantity and cost of
15-24 every kind of material received, and the source from which it was
15-25 received;
15-26 (3) maintain an annual operating account for each member,
15-27 division, and committee authorized by the Committee on House
16-1 Administration to make expenditures, and charge each operating
16-2 account with daily expenditures, withdrawals from inventory, and
16-3 interdepartmental services;
16-4 (4) furnish a monthly statement for the expenditures of each
16-5 member, division, and committee of the house<, and for the period
16-6 of the regular session for each chairman for budget and
16-7 oversight>; and
16-8 (5) adopt any rules, regulations, and policies necessary to
16-9 effectively provide and account for the above-mentioned services;
16-10 and, be it further
16-11 RESOLVED, That the Committee on House Administration<,
16-12 subject to the approval of the speaker,> shall:
16-13 (1) be in charge of and provide for the protection,
16-14 maintenance, and use of the hall of the house, all committee rooms,
16-15 offices of members and house departments, the speaker's office and
16-16 apartment, and other space under the jurisdiction of the house;
16-17 (2) make permanent assignments of desks and offices to
16-18 members of the house;
16-19 (3) adopt and enforce a plan for the parking of motor
16-20 vehicles on the portion of the Capitol grounds under house
16-21 jurisdiction;
16-22 (4) be in charge of and provide for the protection,
16-23 maintenance, and use of the furniture, fixtures, equipment, and
16-24 records of the house;
16-25 (5) purchase, remodel, repair, restore, or replace any
16-26 furniture, fixtures, equipment, and other furnishings to maintain
16-27 the dignity and appearance of space occupied by the house;
17-1 (6) determine the hours <house offices shall be open and the
17-2 hours> the hall of the house shall be open to visitors;
17-3 (7) have completed and preserved the official records of the
17-4 house for the 73rd <72nd> Legislature;
17-5 (8) have charge of and approve the operation and
17-6 maintenance of the printing and duplicating facilities of the
17-7 house, provided, however, that the use of the house printing and
17-8 duplicating facilities is restricted to agencies of the legislative
17-9 branch and any other operation thereof is strictly prohibited
17-10 unless previously authorized in writing by the Committee on House
17-11 Administration or an officer of the house designated in writing by
17-12 the speaker. The employee in charge of the printing facilities
17-13 must keep at least one copy of all items printed or duplicated and
17-14 a copy of the work order authorizing such printing;
17-15 (9) determine the number of copies of the daily House
17-16 Journal to be printed and have jurisdiction over the mailing and
17-17 distribution of the daily journal; and
17-18 (10) determine the number of copies of the House Journal
17-19 that will be furnished to each member for distribution by the
17-20 member; and, be it further
17-21 RESOLVED, That the Committee on House Administration shall
17-22 provide for the use of members appropriate certificates to commend,
17-23 congratulate, and memorialize. Such certificates shall be printed
17-24 with a signature line for the name of the presenting member and
17-25 adequate space for insertion of the name of the individual or
17-26 organization to be honored; and, be it further
17-27 RESOLVED, That the Committee on House Administration<,
18-1 subject to the approval of the speaker,> shall:
18-2 (1) select a suitable photographer to take individual
18-3 pictures of each member; to arrange the pictures of all members on
18-4 a panel, of the same size as used in previous sessions, in such
18-5 manner as to approximate the location of each member's desk on the
18-6 house floor; to print the name and the county of residence of the
18-7 member under each picture; and to frame and hang the panel in the
18-8 hall of the house during the Regular Session of the 73rd <72nd>
18-9 Legislature; and
18-10 (2) provide that the selected photographer take the pictures
18-11 without cost to the members, the expense of the composite panel to
18-12 be paid from the expense fund of the house, and establish with
18-13 concurrence of the photographer a price to charge members for any
18-14 prints of their pictures they wish to purchase; and, be it further
18-15 RESOLVED, That the Committee on House Administration shall
18-16 prepare and distribute to all members, within 60 days of the
18-17 convening of the regular session, policy statements to include, but
18-18 not be limited to, policies pertaining to members as a class; and,
18-19 be it further
18-20 RESOLVED, That when the legislature is not in session, the
18-21 Committee on House Administration<, subject to the approval of the
18-22 speaker,> is authorized to:
18-23 (1) call meetings of the Committee on House Administration
18-24 for the transaction of necessary business, and the committee
18-25 members shall be reimbursed for expenses incurred by them when
18-26 attending such meetings or when in performance of their duties as
18-27 members of the Committee on House Administration, the reimbursement
19-1 to be either actual and necessary expenses or a per diem not to
19-2 exceed that provided by law for state officials or state employees,
19-3 along with mileage or other transportation expenses at the same
19-4 rate as provided by law for state officials or state employees;
19-5 (2) reimburse authorized members and employees for expenses
19-6 incurred by them when traveling in the performance of their
19-7 legislative duties and responsibilities within their respective
19-8 districts or within any county in which any part of their districts
19-9 lie or from their districts to the State Capitol, the reimbursement
19-10 to be either actual and necessary expenses or a per diem not to
19-11 exceed that provided by law for state officials or state employees,
19-12 along with mileage or other transportation expenses at the same
19-13 rate as provided by law for state officials or state employees;
19-14 (3) pay for all other reasonable and necessary expenses,
19-15 including operation of each member's district office, incurred by
19-16 the members of the house of representatives. The expenses shall be
19-17 paid from funds appropriated for that purpose by the 73rd <72nd>
19-18 Legislature, or any other funds appropriated for the use of the
19-19 house of representatives, on vouchers or other forms approved by
19-20 the chairman of the Committee on House Administration <and the
19-21 speaker>, in accordance with regulations governing such
19-22 expenditures; and
19-23 (4) assign or reassign parking places in the best interest
19-24 of the house under such terms and conditions as the Committee on
19-25 House Administration deems to be necessary; and, be it further
19-26 RESOLVED, That pursuant to the provisions of the Legislative
19-27 Reorganization Act of 1961 (Subchapter B, Chapter 301, Government
20-1 Code), standing committees of the house established by the Rules of
20-2 the 73rd <72nd> Legislature are authorized to hold meetings while
20-3 the legislature is not in session. Select committees, interim
20-4 <special committees,> study committees, standing committees, or
20-5 subcommittees appointed pursuant to the resolution adopting the
20-6 rules of the house or appointed by the speaker pursuant to any
20-7 other resolution are authorized to employ any person, firm, or
20-8 corporation, subject to <approval of the speaker and Committee on
20-9 House Administration and to> budget limitations and provided that
20-10 no person, firm, or corporation may be employed by more than two
20-11 committees or subcommittees, and those committees or subcommittees
20-12 may ask the assistance of any of the employees, agencies,
20-13 departments, or branches of the state government; and, be it
20-14 further
20-15 RESOLVED, That no allowance included in this resolution shall
20-16 be expended except for actual salaries or actual expenses of the
20-17 house, its members, departments, committees, and employees, and for
20-18 such other expenses as are authorized by the Committee on House
20-19 Administration; and, be it further
20-20 RESOLVED, That the Committee on House Administration shall
20-21 not authorize any expenditures of funds for personal or political
20-22 campaign reasons; and, be it further
20-23 RESOLVED, That all expenditures authorized by this resolution
20-24 shall be paid from funds appropriated for the use of the House of
20-25 Representatives of the 73rd <72nd> Legislature by vouchers or other
20-26 forms approved by the speaker of the house and the Committee on
20-27 House Administration; and, be it further
21-1 RESOLVED, That any member who is not a member-elect of the
21-2 74th <73rd> Legislature shall vacate his or her office space before
21-3 January 1, 1995 <1993>; and that if the office is not vacated on
21-4 that date the Committee on House Administration shall immediately
21-5 remove the member's personal effects and store them in an
21-6 appropriate place in order that the member-elect to whom the office
21-7 space is assigned may move in; and, be it further
21-8 RESOLVED, That the provisions of this resolution shall take
21-9 precedence over the provisions of any resolution not passed in full
21-10 compliance with the rules of the house and, except as otherwise
21-11 noted herein, shall be in effect during the full term of the 73rd
21-12 <72nd> Legislature whether in session or adjournment.
