H.R. No. 24 R E S O L U T I O N 1-1 WHEREAS, At the general election on November 4, 1930, Article 1-2 III, Section 5, of the Texas Constitution was amended to read as 1-3 follows, to wit: 1-4 "The Legislature shall meet every two years at such time as 1-5 may be provided by law and at other times when convened by the 1-6 Governor. When convened in regular Session, the first thirty days 1-7 thereof shall be devoted to the introduction of bills and 1-8 resolutions, acting upon emergency appropriations, passing upon the 1-9 confirmation of the recess appointees of the Governor and such 1-10 emergency matters as may be submitted by the Governor in special 1-11 messages to the Legislature; provided that during the succeeding 1-12 thirty days of the regular session of the Legislature the various 1-13 committees of each House shall hold hearings to consider all bills 1-14 and resolutions and other matters then pending; and such emergency 1-15 matters as may be submitted by the Governor; provided further that 1-16 during the following sixty days the Legislature shall act upon such 1-17 bills and resolutions as may be then pending and upon such 1-18 emergency matters as may be submitted by the Governor in special 1-19 messages to the Legislature; provided, however, either House may 1-20 otherwise determine its order of business by an affirmative vote of 1-21 four-fifths of its membership."; and 1-22 WHEREAS, Under said amendment it is specifically provided 1-23 that either house may otherwise determine its order of business by 1-24 an affirmative vote of four-fifths of its membership; now, 2-1 therefore, be it 2-2 RESOLVED by the House of Representatives of the 73rd Texas 2-3 Legislature, by an affirmative vote of four-fifths of its 2-4 membership, That the order of its business for the regular session 2-5 is hereby determined to be otherwise than set forth in Article III, 2-6 Section 5, of the Texas Constitution and declared to be 2-7 specifically as set forth in the temporary and permanent rules of 2-8 the House of Representatives of the 73rd Legislature. 2-9 the House of Representatives of the 73rd Legislature. 2-10 Hightower 2-11 H.R.
