R E S O L U T I O N
1-1 WHEREAS, The death of James Wilborn Goggans on October 23,
1-2 1990, at the age of 70, has brought a great loss to the many
1-3 friends and relatives of this dedicated and public-spirited Texan;
1-4 and
1-5 WHEREAS, The son of George J. and Sallie Mae Pool Goggans,
1-6 Mr. Goggans was born September 13, 1920, in Rusk County and as a
1-7 child moved with his family to the community of East Mountain in
1-8 Upshur County and attended school there, receiving his high school
1-9 diploma in 1937; and
1-10 WHEREAS, He came to the aid of his country when the United
1-11 States entered World War II and served in the United States Air
1-12 Force from 1942 to 1945, completing a tour of duty in the Pacific
1-13 Theatre; a capable member of our country's armed forces, he
1-14 attained the rank of staff sergeant in the 69th Airdrome Squadron;
1-15 and
1-16 WHEREAS, After the war ended, Mr. Goggans returned to his
1-17 home state to settle in Upshur County and married the lovely
1-18 Raydell Seltz; their deeply fulfilling union, which lasted 44 years
1-19 until his death, was blessed by the birth of their beloved son,
1-20 Gregory James; and
1-21 WHEREAS, In addition to being a devoted family member, he was
1-22 well-known throughout the community as a successful businessman and
1-23 entrepreneur who for many years owned and operated Goggans Oil
1-24 Field Production Service with the help of his son; and
2-1 WHEREAS, A man of great vision, Mr. Goggans also was a
2-2 committed public servant who played a vital role in community
2-3 affairs and diligently served the people of Gladewater as a member
2-4 of the city council and as mayor for two terms; and
2-5 WHEREAS, In addition to his many responsibilities,
2-6 Mr. Goggans generously gave of his time, talent, and energies to a
2-7 variety of worthy civic and community service organizations,
2-8 contributing invaluable insight as a member of the Gladewater
2-9 Chamber of Commerce and board of directors of the Gladewater
2-10 Memorial Cemetery; he also was first vice-president of the
2-11 Gladewater Round-Up Rodeo Association; and
2-12 WHEREAS, Vitally interested in programs benefitting the youth
2-13 of his community, this 32nd Degree Scottish Rite Mason served
2-14 faithfully as director of the Demolay Masonic Youth Organization;
2-15 and
2-16 WHEREAS, A devoutly religious man, Mr. Goggans received
2-17 spiritual strength as a member and deacon of the Union Grove
2-18 Baptist Church and the First Baptist Church; and
2-19 WHEREAS, Mr. Goggans devoted much of his life to the
2-20 betterment of his community; though his presence will be deeply
2-21 missed, his spirit will surely live on in the hearts and minds of
2-22 the many people whose lives he touched; now, therefore, be it
2-23 RESOLVED, That the House of Representatives of the 73rd Texas
2-24 Legislature hereby pay tribute to the life of James Wilborn Goggans
2-25 and extend sympathy to the members of his family: to his wife,
2-26 Raydell Seltz Goggans; to his son, Gregory James Goggans; and to
2-27 the other members of his family; and, be it further
3-1 RESOLVED, That official copies of this resolution be prepared
3-2 for the members of his family and that when the Texas House of
3-3 Representatives adjourns this day, it do so in memory of James
3-4 Wilborn Goggans.
