                                  R E S O L U T I O N
    1-1        WHEREAS, Tippy Foster will soon retire from the Texas
    1-2  Workers' Compensation Commission after having served the citizens
    1-3  of Texas with courage, commitment, and compassion for half a
    1-4  century; and
    1-5        WHEREAS, Over the course of her remarkable 50-year tenure
    1-6  with the Texas Workers' Compensation Commission, Ms. Foster has
    1-7  worked at every level of administration, from file-keeping to staff
    1-8  management and agency planning, and has helped the commission's
    1-9  role expand and evolve to meet the increasingly complex needs of
   1-10  Texas businesses and employees; and
   1-11        WHEREAS, Hired by the Industrial Accident Board in January
   1-12  1943 as a temporary file clerk, Ms. Foster quickly impressed her
   1-13  superiors with her talent, tenacity, and intelligence, and it was
   1-14  not long before she was recognized as an invaluable member of the
   1-15  staff; appointed assistant secretary in 1947, she became the
   1-16  assistant chief of the compensation division in 1953 and, five
   1-17  years later, was named chief of the division; and
   1-18        WHEREAS, This highly proficient administrator was promoted to
   1-19  staff services assistant in 1968 and to staff services officer
   1-20  shortly thereafter; in 1979, after more than 36 years of work
   1-21  within the commission, Ms. Foster became the first woman appointed
   1-22  assistant executive director of the Texas Workers' Compensation
   1-23  Commission; and
   1-24        WHEREAS, She later served as the committee's acting executive
    2-1  director in November 1988 and has served as associate director of
    2-2  case review and analysis since 1990; inspiring women both inside
    2-3  and outside her field, Ms. Foster was named the Outstanding Woman
    2-4  in Texas Government in 1987 for her innumerable contributions to
    2-5  her state and profession; and
    2-6        WHEREAS, Tippy Foster is admired and respected by all those
    2-7  who have had the pleasure of working with her during her long and
    2-8  productive career, and her many outstanding accomplishments indeed
    2-9  merit special recognition and commendation; now, therefore, be it
   2-10        RESOLVED, That the House of Representatives of the 73rd Texas
   2-11  Legislature hereby congratulate Tippy Foster on the occasion of her
   2-12  retirement from the Texas Workers' Compensation Commission and
   2-13  extend to her warmest best wishes for continued success and
   2-14  happiness in her future endeavors; and, be it further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared for Ms. Foster as an expression of highest regard by the
   2-17  Texas House of Representatives.
