                                  R E S O L U T I O N
    1-1        WHEREAS, In a time when growing urban problems such as crime,
    1-2  drug abuse, and unemployment dominate the headlines, several San
    1-3  Antonio organizations have banded together to emphasize the
    1-4  positive aspects of life and to instill a greater sense of
    1-5  community spirit and pride among that city's residents; and
    1-6        WHEREAS, These public-spirited groups and individuals have
    1-7  worked toward promoting neighborhood involvement throughout their
    1-8  community, with each neighborhood working to provide a stable,
    1-9  healthy, positive atmosphere in which children and families can
   1-10  thrive; and
   1-11        WHEREAS, These outstanding organizations have created a new
   1-12  approach to cooperative civic leadership, one that will serve as a
   1-13  model to all cities that face the problems of urban malaise and
   1-14  disintegration of community ties; this alliance includes Sunny
   1-15  Slopes Neighborhood Association, Highland Park Neighborhood
   1-16  Association, Southeast Concerned Citizens Association, United
   1-17  Neighborhood Association, Englewood Neighborhood Association,
   1-18  Columbia Heights Neighborhood Association, Sutton Holmes
   1-19  Neighborhood Association, St.  Michael's Catholic Church, Highland
   1-20  Park Elementary School, Rogers Middle School, the San Antonio Parks
   1-21  and Recreation Department, and the San Antonio Fighting Back
   1-22  Program; and
   1-23        WHEREAS, This coalition of community leaders sponsored the
   1-24  "Neighborhoods Working With Neighborhoods Parade" on November 14,
    2-1  1992, an event that met with resounding success thanks to the hard
    2-2  work and dedication of all the members of the parade committee,
    2-3  including Jose Verdeja, Cecilia Martinez, Jim Palhamer, Jim Bode,
    2-4  Raul Saucedo, Dan Anderson, Pete Medrana, Bob Giles, and Anthony
    2-5  Rogers; they were guided in their efforts by Rozella Quinones and
    2-6  Virginia Morin, who served as cochairs of the committee; and
    2-7        WHEREAS, Many of these commendable individuals also
    2-8  contributed their time and talent to a second committee that
    2-9  organized the community Christmas "La Posada" on December 19, 1992,
   2-10  which recreated the traditional Mexican festival celebrating the
   2-11  original story of Christmas and the spirit of giving; those who
   2-12  attended "La Posada" enjoyed a Christmas play, sang carols, and
   2-13  collected toys for less fortunate children in the area; and
   2-14        WHEREAS, Rozella Quinones led the committee that organized
   2-15  the festivities, and she received the able assistance of committee
   2-16  members Rachel Valadez, Cecilia Martinez, Jim Palhamer, Jose
   2-17  Verdeja, Raul Solitaire, Frank Flores, Connie Reyes, Pat Rogers,
   2-18  Ramon De Rivera, and Anthony Rogers; their tireless efforts are
   2-19  much appreciated by all who enjoyed this festive holiday
   2-20  celebration; and
   2-21        WHEREAS, Instead of waiting for outside intervention, these
   2-22  organizations and individuals have taken a proactive stance in
   2-23  dealing with the problems in their community; by building up their
   2-24  neighborhoods from within and by strengthening community ties,
   2-25  these dedicated people are striving to improve the world around
   2-26  them by improving one neighborhood at a time; now, therefore, be it
   2-27        RESOLVED, That the House of Representatives of the 73rd Texas
    3-1  Legislature hereby commend all those who worked toward making the
    3-2  "Neighborhoods Working With Neighborhoods Parade" and the "La
    3-3  Posada" Christmas celebration such memorable and successful events
    3-4  and extend to each of them warmest best wishes for continued
    3-5  success in their admirable community service efforts; and, be it
    3-6  further
    3-7        RESOLVED, That an official copy of this resolution be
    3-8  prepared for them as an expression of high regard by the Texas
    3-9  House of Representatives.
