                                  R E S O L U T I O N
    1-1        WHEREAS, The students and faculty of J. R. Moore Middle
    1-2  School in Tyler have received well-deserved national recognition
    1-3  for their outstanding success in creating and maintaining a
    1-4  drug-free educational environment, and in 1992 their school was
    1-5  honored as the largest 100-percent drug-free middle school campus
    1-6  in the nation during the 1991-1992 school year; and
    1-7        WHEREAS, The J. R. Moore Middle School program's success is
    1-8  both indicative of and a tribute to an exceptional communitywide
    1-9  effort that culminated several years ago in the creation of the
   1-10  highly successful  Drug-Free Youth in Texas (D-FY-IT) program; and
   1-11        WHEREAS, Originating in the Tyler community and successfully
   1-12  implemented in local schools such as J. R. Moore Middle School,
   1-13  D-FY-IT has emerged as a model for schools and communities across
   1-14  the state and serves as a positive peer pressure drug education
   1-15  program designed to combat substance abuse among school-age
   1-16  children; and
   1-17        WHEREAS, Having achieved its goal of a 100-percent drug-free
   1-18  environment for its students, the J. R. Moore Middle School program
   1-19  was cited by U.S. Secretary of Education Lamar Alexander as a model
   1-20  program for the nation, and in September 1992 the school's students
   1-21  and faculty were lauded for this exemplary achievement by
   1-22  then-First Lady Barbara Bush; and
   1-23        WHEREAS, The school also was recognized by both  the U.S.
   1-24  Department of Education and the State Board of Education for its
    2-1  noteworthy accomplishments in attaining drug-free status; and
    2-2        WHEREAS, The benefits of attaining a drug-free educational
    2-3  environment have been evident in the academic achievements of J. R.
    2-4  Moore Middle School students, who posted the most-improved test
    2-5  scores on the statewide Texas Educational  Assessment of Minimum
    2-6  Skills (TEAMS) to rank  among the top 10 percent of Texas schools;
    2-7  and
    2-8        WHEREAS, The school also received the Governor's Excellence
    2-9  in Education Award and the Texas Exemplary School Award in
   2-10  recognition of its students' superior academic performance and was
   2-11  named the PTA School of the Year for its outstanding record of
   2-12  parental and community involvement; and
   2-13        WHEREAS, The students, faculty, and parents at J. R. Moore
   2-14  Middle School, and indeed all of the citizens of Tyler, merit
   2-15  special praise and recognition for their noteworthy success in the
   2-16  fight against substance abuse in the community's schools and for
   2-17  their ongoing commitment to excellence in academic endeavors; now,
   2-18  therefore, be it
   2-19        RESOLVED, That the House of Representatives of the 73rd Texas
   2-20  Legislature hereby honor J. R. Moore Middle School, its students
   2-21  and faculty, and the community of parents and supporters on its
   2-22  attainment of recognition as the largest 100-percent drug-free
   2-23  middle school in the nation and on its superb record of academic
   2-24  achievement; and, be it further
   2-25        RESOLVED, That an official copy of this resolution be
   2-26  prepared for prominent display at J. R. Moore Middle School as an
   2-27  expression of high regard by the Texas House of Representatives.
