                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives is proud to honor
    1-2  the Dallas Association for Bilingual Education (DABE) on its
    1-3  outstanding record of service to the people of this state in
    1-4  enhancing the quality of education provided for the children of the
    1-5  community and ensuring the equality of educational opportunity
    1-6  available to all segments of the community's diverse population;
    1-7  and
    1-8        WHEREAS, Recognizing the special educational needs of
    1-9  schoolchildren with limited English-speaking ability and committed
   1-10  to addressing those needs, concerned members of the Dallas
   1-11  education community founded this organization to promote bilingual,
   1-12  multicultural programs of instruction in the Dallas Independent
   1-13  School District and other school districts in the North Texas
   1-14  Metroplex area; and
   1-15        WHEREAS, Underlying the programs and methods advocated by the
   1-16  association is the fundamental premise that equality of educational
   1-17  opportunity can be achieved through bilingual education without
   1-18  sacrificing the equally important goal of academic excellence; and
   1-19        WHEREAS, By promoting bilingual education and multicultural
   1-20  programs for every student, the association hopes not only to
   1-21  provide a quality education for students with limited English
   1-22  proficiency but also to instill in all schoolchildren an
   1-23  appreciation of the contributions made by every group in an
   1-24  ethnically and culturally diverse society; and
    2-1        WHEREAS, Since 1986, DABE has been affiliated with the Texas
    2-2  Association for Bilingual Education and has been active in
    2-3  statewide efforts to address relevant issues at the state and
    2-4  national level as well as at the local level; since joining forces
    2-5  with the state organization, the Dallas association has greatly
    2-6  expanded its reach, increasing its ability to serve as an
    2-7  educational resource, to provide training for teachers operating in
    2-8  a bilingual classroom environment, and to take a multifaceted,
    2-9  comprehensive approach in furthering its objectives; and
   2-10        WHEREAS, Appreciative of its valuable service to the state
   2-11  over the years, this legislative body wishes to take advantage of
   2-12  this occasion, the annual installation of DABE officers, to bestow
   2-13  on the association the praise and recognition it so richly
   2-14  deserves; now, therefore, be it
   2-15        RESOLVED, That the House of Representatives of the 73rd Texas
   2-16  Legislature hereby honor the Dallas Association for Bilingual
   2-17  Education on its outstanding record of service to the community and
   2-18  its noteworthy dedication to its goal of improving the quality
   2-19  education provided to all of the people of this state; and, be it
   2-20  further
   2-21        RESOLVED, That an official copy of this resolution be
   2-22  prepared as an expression of high esteem by the Texas House of
   2-23  Representatives for presentation to the association's newly
   2-24  installed officers:  Lydia Hernandez, president; Graciela Escobedo,
   2-25  president-elect; Gloria Gutierrez, treasurer; and Dr. Ruben
   2-26  Gallegos, secretary.
