H.R. No. 108
                                  R E S O L U T I O N
    1-1        WHEREAS, Major Dennis White has been awarded the 100 Club of
    1-2  Jefferson County's 1992 Officer of the Year Award, and this special
    1-3  recognition is indeed well deserved; and
    1-4        WHEREAS, This respected law enforcement officer was named the
    1-5  recipient of this prestigious award for his work as the director of
    1-6  the sheriff's academy in teaching corrections and peace officers
    1-7  and coordinating law enforcement programs across the state; and
    1-8        WHEREAS, A graduate of Lamar University, Major White began
    1-9  his career as an educator, teaching history and government at
   1-10  Lincoln High School in Port Arthur before leaving that employment
   1-11  in 1970 to accept a position with the sheriff's department as a
   1-12  jailer; and
   1-13        WHEREAS, Major White soon applied his experience and teaching
   1-14  skills toward teaching a jailer-training course and, while
   1-15  continuing to work in that capacity, he completed courses in
   1-16  fingerprinting, homicide, and crime scene investigation; and
   1-17        WHEREAS, Continuing his professional development, he became
   1-18  an identification technician and then a detective before becoming a
   1-19  training officer; and
   1-20        WHEREAS, The first in the country to offer a combined county
   1-21  and state curriculum in correctional officer training, Major White
   1-22  also offers courses in reserve training, defensive driving, and
   1-23  firearm training, use-of-force classes, and a course on the history
   1-24  of law enforcement; and
    2-1        WHEREAS, While teaching these classes, this remarkable
    2-2  gentleman continued his own education as well, earning a master's
    2-3  degree in criminal justice and attending the FBI academy, the U.S.
    2-4  Secret Service academy, and bomb-threat classes; and
    2-5        WHEREAS, Most recently this fine officer has shared his
    2-6  considerable knowledge with others by coordinating local seminars
    2-7  dealing with a wide variety of topics, including ritualistic and
    2-8  cult crimes, hate crimes, gang-related crimes, sexual harassment,
    2-9  serial killers, and law enforcement and racial tensions; and
   2-10        WHEREAS, Major White has had a profound impact on the field
   2-11  of law enforcement education in Texas and he is indeed deserving of
   2-12  special legislative recognition and praise for his continuing
   2-13  contributions in this regard; now, therefore, be it
   2-14        RESOLVED, That the House of Representatives of the 73rd Texas
   2-15  Legislature hereby congratulate Major Dennis White on his receipt
   2-16  of the 100 Club of Jefferson County's 1992 Officer of the Year
   2-17  Award and commend this distinguished officer for the many
   2-18  significant contributions he has made to the education and
   2-19  increased safety of the law enforcement community of this state;
   2-20  and, be it further
   2-21        RESOLVED, That an official copy of this resolution be
   2-22  prepared for Major White as an expression of highest regard by the
   2-23  Texas House of Representatives.
