                                  R E S O L U T I O N
    1-1        WHEREAS, The city of San Marcos has lost one of its most
    1-2  valued citizens with the passing of Ruben Ruiz, Sr., on August 3,
    1-3  1992, at the age of 63; and
    1-4        WHEREAS, A native Texan, he was born on October 16, 1928, in
    1-5  Lockhart and had been an esteemed resident of San Marcos since
    1-6  1942; and
    1-7        WHEREAS, Mr. Ruiz was a successful entrepreneur who earned a
    1-8  well-deserved reputation as a man of honesty and integrity in his
    1-9  community through his varied business interests as the owner of a
   1-10  restaurant and a small business, as a record producer, and as a
   1-11  radio announcer; and
   1-12        WHEREAS, A dedicated civic leader as well, this fine
   1-13  gentleman became the first Hispanic to be elected to the San Marcos
   1-14  City Council and went on to serve the citizens of the community as
   1-15  the mayor pro tempore; and
   1-16        WHEREAS, Elected county commissioner of Precinct 1 in 1972,
   1-17  Mr. Ruiz was returned by the voters to this office again in 1976
   1-18  and, in this capacity, played a pivotal role in establishing a
   1-19  Social Security office in San Marcos and the construction of
   1-20  several dams in Hays County; and
   1-21        WHEREAS, Over the course of his long and fruitful life,
   1-22  Mr. Ruiz also gave generously of his time and talents to benefit
   1-23  such worthy organizations as the Hispanic Chamber of Commerce, the
   1-24  San Marcos Housing Authority, and Hays County Community Action; and
    2-1        WHEREAS, In addition, he was a former state chairman of the
    2-2  GI Forum, a faithful member of Saint John's Catholic Church, and a
    2-3  recipient of the Matt Garcia Award; and
    2-4        WHEREAS, Those who had the good fortune to share the
    2-5  friendship of this remarkable gentleman will long miss his
    2-6  presence, and he will be remembered with great affection and esteem
    2-7  for many years to come; now, therefore, be it
    2-8        RESOLVED, That the House of Representatives of the 73rd Texas
    2-9  Legislature hereby pay tribute to the life of Ruben Ruiz, Sr., and
   2-10  extend sincere sympathy to the members of his family:  to his wife,
   2-11  Lillie; to his daughters, Rosina and Rhea; to his sons, Ruben, Jr.,
   2-12  Roland, Rene, Rodney, and Robert; to his son-in-law, David Valle;
   2-13  to his daughter-in-law, Amanda Ruiz; and to his three beloved
   2-14  grandchildren; and, be it further
   2-15        RESOLVED, That an official copy of this resolution be
   2-16  prepared for the members of his family and that when the Texas
   2-17  House of Representatives adjourns this day, it do so in memory of
   2-18  Ruben Ruiz, Sr.
