"Dutch" Meyer retired from his position as 1-2 sheriff of Victoria County on December 31, 1992, after serving the 1-3 citizens of that South Texas community with integrity and 1-4 distinction for more than three decades; and 1-5 WHEREAS, A native of Yorktown, Sheriff Meyer began his 1-6 exemplary career in law enforcement in 1956 as a Texas highway 1-7 patrolman; 16 years later, this outstanding public servant achieved 1-8 the rank of deputy sheriff, and in 1973 he commenced his 20-year 1-9 tenure as sheriff of Victoria County; and 1-10 WHEREAS, Sheriff Meyer is a graduate of the Texas Department 1-11 of Public Safety Academy who holds an advanced certificate issued 1-12 by the Texas Commission on Law Enforcement Officer Standards and 1-13 Education; a dynamic and influential professional in his field, he 1-14 served as cochair of the Sheriff's Association of Texas committee 1-15 to establish a Texas sheriff's museum and served as a member of 1-16 both the public protection committee and the Victoria College 1-17 Police Academy advisory board; and 1-18 WHEREAS, Greatly respected by his colleagues, this energetic 1-19 Texan has served on the Governor's Traffic Safety Task Force, was 1-20 one of seven sheriffs selected from throughout the state to develop 1-21 a detention officer training manual sponsored by Texas A&M 1-22 University, and is a former president of the Victoria Peace 1-23 Officer's Association and the Sheriff's Association of Texas; 1-24 moreover, he has been honored in the past as Peace Officer of the 2-1 Year by the Exchange Club and was named the 1992 Law Enforcement 2-2 Officer of the Year by the Optimist Club; and 2-3 WHEREAS, During his exceptional tenure as sheriff, this fine 2-4 officer modernized the Victoria County Sheriff's Department and 2-5 made it more responsive to the changing needs of the community; not 2-6 only was he responsible for transferring detention records to 2-7 computer, but he also created a special crimes officer position to 2-8 investigate crimes of a sensitive nature, such as child abuse and 2-9 sexual assault, and coordinated the planning of a new county jail 2-10 and departmental office; and 2-11 WHEREAS, This distinguished Texan continues to make 2-12 innumerable contributions to the betterment of his community as a 2-13 United Way team captain and as a member of the Salvation Army 2-14 advisory board; in addition, Sheriff Meyer is an active member of 2-15 the Lions Club, the Sons of Hermann, and the Travelers Protective 2-16 Association, and many local schools, churches, and civic 2-17 organizations benefit from his generous support; and 2-18 WHEREAS, Despite his many civic and professional activities, 2-19 this remarkable gentleman is above all else a devoted husband and 2-20 father who enjoys a happy and rewarding marriage with his wife, 2-21 Joan, and takes great pride in the accomplishments of his two sons, 2-22 Scott and Jeff; and 2-23 WHEREAS, Throughout his career, Sheriff Meyer has proven 2-24 himself to be an outstanding law enforcement officer, one whose 2-25 exceptional record of public service speaks for itself; on the 2-26 occasion of his retirement, he indeed merits our highest praise and 2-27 recognition for his many contributions and accomplishments in this 3-1 regard; now, therefore, be it 3-2 RESOLVED, That the House of Representatives of the 73rd Texas 3-3 Legislature hereby honor Dalton G. "Dutch" Meyer for his exemplary 3-4 career as sheriff of Victoria County and extend to him sincere best 3-5 wishes for a happy and rewarding retirement; and, be it further 3-6 RESOLVED, That an official copy of this resolution be 3-7 prepared for Sheriff Meyer as an expression of high esteem by the 3-8 Texas House of Representatives.
