By: Allen H.R. No. 153 73R3464 KMP-D R E S O L U T I O N 1-1 WHEREAS, The Honorable Billy L. Arnold recently retired on 1-2 January 12, 1993, after six years of exemplary service to the 1-3 citizens of the State of Texas, and his intelligence and expertise 1-4 will be greatly missed by his colleagues, especially those who have 1-5 worked by his side to improve this state's public education system; 1-6 and 1-7 WHEREAS, A member of the house of representatives since 1-8 January 13, 1987, Mr. Arnold has served his constituents in 1-9 District 106 with unparalleled integrity and distinction; and 1-10 WHEREAS, This highly respected Texan has worked diligently to 1-11 maintain fairness and efficiency in the proceedings of this chamber 1-12 as a member of the Elections Committee, the Rules and Resolutions 1-13 Committee, and the House Administration Committee; equally 1-14 dedicated to making Texas a more secure place in which to live and 1-15 work, he has tackled such issues as crime prevention and law 1-16 enforcement as the vice-chairman for the Committee on Public 1-17 Safety; and 1-18 WHEREAS, An educator and administrator for 38 years before 1-19 his retirement in 1986, Mr. Arnold has been a stalwart supporter of 1-20 public education throughout his three terms as a state 1-21 representative and has served as a valued member of the Committee 1-22 on Public Education; and 1-23 WHEREAS, This remarkable public servant has acquired a 1-24 comprehensive understanding of the education field, having worked 2-1 as a teacher, elementary school principal, secondary school 2-2 principal, director of business services, and assistant 2-3 superintendent for administration; formerly an interim 2-4 superintendent and deputy superintendent for the Grand Prairie 2-5 Independent School District as well, he provided invaluable insight 2-6 and expertise to many grateful members of this house; and 2-7 WHEREAS, Known and admired as a community leader in his home 2-8 district, Mr. Arnold is actively involved in the Grand Prairie 2-9 Chamber of Commerce and is a devoted member of his church; he also 2-10 enjoys an exceptionally happy and rewarding marriage with his wife, 2-11 Laura, a fellow educator who, from 1956 until her retirement in 2-12 1989, taught elementary school; and 2-13 WHEREAS, The achievements and contributions of Mr. Arnold are 2-14 indeed deserving of special emphasis and recognition; now, 2-15 therefore, be it 2-16 RESOLVED, That the House of Representatives of the 73rd Texas 2-17 Legislature hereby commend the Honorable Billy L. Arnold for his 2-18 dedicated service as a member of this legislative body and extend 2-19 to him and to his wife, Laura Arnold, warmest best wishes for a 2-20 happy and enjoyable retirement; and, be it further 2-21 RESOLVED, That an official copy of this resolution be 2-22 prepared for Billy L. Arnold as an expression of highest esteem by 2-23 his colleagues in the Texas House of Representatives.
