                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives is proud to honor
    1-2  the National Association for Bilingual Education (NABE) on its
    1-3  outstanding record of service to the diverse communities of this
    1-4  nation and to welcome the many fine members of this organization
    1-5  who have come to this state for the 22nd Annual International
    1-6  Bilingual/Bicultural Education Conference being held February
    1-7  24-27, 1993, at the George R. Brown Convention Center in Houston;
    1-8  and
    1-9        WHEREAS, Since its inception, the national association has
   1-10  served as an important network for thousands of parents, early
   1-11  childhood education specialists, elementary and secondary teachers,
   1-12  school administrators, college professors, graduate students,
   1-13  university researchers, public policymakers, business leaders, and
   1-14  other concerned individuals to exchange and promote ideas and
   1-15  information that can enhance the quality of education provided to
   1-16  countless American schoolchildren otherwise disadvantaged by their
   1-17  limited English-speaking ability; and
   1-18        WHEREAS, Although focusing primarily on this significant
   1-19  school-age population, which represents the fastest-growing segment
   1-20  of American society, NABE's goal has been to pursue the
   1-21  implementation of educational policies and practice that not only
   1-22  promote equal educational opportunity for its target population but
   1-23  ultimately enhance the quality of education for all students in an
   1-24  ethnically and culturally diverse society; and
    2-1        WHEREAS, NABE has taken a comprehensive approach to
    2-2  addressing the pressing educational needs of schoolchildren with
    2-3  limited English proficiency, pursuing its goal through a balanced
    2-4  program of research, professional development for classroom
    2-5  instructors and school administrators, public education, and
    2-6  informed advocacy in the legislative arena; and
    2-7        WHEREAS, For many years, an important tool in the furtherance
    2-8  of NABE's aims has been the association's annual conference, which
    2-9  provides an unparalleled forum for all concerned advocates of
   2-10  bilingual, multicultural approaches to education to disseminate and
   2-11  discuss ideas, information, methods, programs, and products that
   2-12  have proven useful and effective in fulfilling the association's
   2-13  educational mission; and
   2-14        WHEREAS, Appreciative of the association's valuable service
   2-15  to the citizens of this state in helping to develop our
   2-16  increasingly important human resources over the years, and pleased
   2-17  to welcome the membership of this fine organization to Texas, this
   2-18  legislative body wishes to take advantage of this opportunity to
   2-19  bestow on the association the praise and recognition it so richly
   2-20  deserves; now, therefore, be it
   2-21        RESOLVED, That the House of Representatives of the 73rd Texas
   2-22  Legislature hereby honor the National Association for Bilingual
   2-23  Education on its outstanding record of service to the community and
   2-24  recognize the week of February 22-28, 1993, as National Association
   2-25  for Bilingual Education Week in Texas; and, be it further
   2-26        RESOLVED, That an official copy of this resolution be
   2-27  prepared for presentation to the officers of this national
    3-1  association as an expression of high esteem by the Texas House of
    3-2  Representatives.
