R E S O L U T I O N
1-1 WHEREAS, Clyde R. "Bob" Stephens, a well-known West Texas
1-2 radio and television broadcaster, died on November 30, 1992, at the
1-3 age of 66, and he will long be remembered for the many outstanding
1-4 contributions he made to the broadcasting industry over the course
1-5 of his remarkable career; and
1-6 WHEREAS, Originally from Gracemont, Oklahoma, Mr. Stephens
1-7 moved to Lubbock in 1935; after proudly serving in the United
1-8 States Navy during World War II, he returned to his Texas home to
1-9 pursue a career in broadcasting with the support of his wife,
1-10 Betty, whom he wed on December 20, 1958; and
1-11 WHEREAS, Mr. Stephens gained a wealth of experience while
1-12 serving as farm director for KFYO Radio in Lubbock and WKY Radio in
1-13 Oklahoma City, Oklahoma, and as a weather forecaster with Lubbock's
1-14 KAMC-TV and KCBD-TV; during this time, he became a guiding
1-15 influence in the development of quality weather forecasting and
1-16 reporting; and
1-17 WHEREAS, In 1964, Mr. Stephens formed KWGN-FM Radio in
1-18 Abernathy, which later became KWGO-FM and was moved to Lubbock in
1-19 1971, gaining him broad popularity extending to the South Plains
1-20 and into the eastern regions of New Mexico; and
1-21 WHEREAS, This admirable gentleman also shared his valuable
1-22 insight and expertise with others through his active membership in
1-23 such organizations as the National Association of Farm Directors
1-24 and the American Meteorological Society, and through his leadership
2-1 as president of the American Meteorology Association; and
2-2 WHEREAS, Recognizing his commitment to accuracy in a state
2-3 known for its sudden and often intense weather developments,
2-4 Mr. Stephens was bestowed many special honors during his lifetime,
2-5 including the Honorary State Farmers Award, the Silver Spur Award,
2-6 and the American Society of Agronomy's Outstanding Conservation
2-7 Broadcasting Award; and
2-8 WHEREAS, Though the passing of Mr. Stephens is a great loss
2-9 to his many friends and relatives, his memory will surely live on
2-10 in the hearts of all who were afforded the opportunity to know and
2-11 appreciate the special qualities of this outstanding person; now,
2-12 therefore, be it
2-13 RESOLVED, That the House of Representatives of the 73rd Texas
2-14 Legislature hereby pay tribute to the life of Clyde R. "Bob"
2-15 Stephens and extend heartfelt sympathy to the members of his
2-16 family: to his wife, Betty Stephens; to his three brothers, James
2-17 Stephens of San Angelo, William Stephens of Baxter Springs, Kansas,
2-18 and Ray Stephens of Post; to his two sisters, Betty Strong of
2-19 Austin and Emily Graves of Lubbock; and to the many other relatives
2-20 and friends of this fine man; and, be it further
2-21 RESOLVED, That official copies of this resolution be prepared
2-22 for the members of his family and that when the Texas House of
2-23 Representatives adjourns this day, it do so in memory of Clyde R.
2-24 "Bob" Stephens.
