H.R. No. 249 R E S O L U T I O N 1-1 WHEREAS, Having accepted a new post as deputy sheriff with 1-2 the Denton County Sheriff's Department, longtime Texas Ranger 1-3 Charles Kenneth Fleming will bring to a close a long and 1-4 distinguished career with the Texas Department of Public Safety 1-5 when he retires from the department in March 1993; and 1-6 WHEREAS, Born in Grayson County on February 3, 1940, 1-7 Mr. Fleming was graduated from Bells High School in 1958 and then 1-8 served his country proudly as a member of the United States Army 1-9 before joining the Department of Public Safety in June 1963; and 1-10 WHEREAS, He began his notable tenure with the department 1-11 working as a radio dispatcher in the communication services 1-12 division; although he performed his duties in that office with 1-13 commendable dedication, he soon set his sights on becoming a law 1-14 enforcement officer and began working toward this goal the 1-15 following year when he gained acceptance into the Highway Patrol 1-16 academy in November 1964; and 1-17 WHEREAS, On completion of his basic training in March 1965, 1-18 he commenced his duties as a state trooper with his assignment to 1-19 Sierra Blanca; after serving four years in Sierra Blanca, Trooper 1-20 Fleming was transferred to El Paso, where he continued to serve in 1-21 noteworthy fashion, earning the respect and admiration of his 1-22 colleagues and his superiors; and 1-23 WHEREAS, In September 1974 he was promoted to the rank of 1-24 sergeant and was reassigned to service in the Baytown/Clear Lake 2-1 area; ever the consummate law enforcement officer, he continued his 2-2 professional development by enrolling at the University of 2-3 Houston-Clear Lake, earning a bachelor of arts degree in behavioral 2-4 science in 1976; and 2-5 WHEREAS, In recognition of his years of meritorious service 2-6 with the department, he received a well-deserved promotion in 2-7 September 1981 when he became a Texas Ranger; five months later, he 2-8 also received a welcomed reassignment to Texas Ranger Company B 2-9 stationed in Sherman, which allowed him to serve out the remainder 2-10 of his career as a Texas Ranger near his hometown community in 2-11 Grayson County; and 2-12 WHEREAS, During his 30-year tenure with the Department of 2-13 Public Safety, Ranger Fleming established an outstanding record of 2-14 service and demonstrated a dedication to the public well-being that 2-15 often went above and beyond the call of duty; and 2-16 WHEREAS, In his personal and professional conduct as a state 2-17 trooper and later as a Texas Ranger, he exemplified the virtues of 2-18 courage, integrity, and unwavering devotion to duty, upholding the 2-19 finest traditions and ideals of peace officers everywhere, and his 2-20 career brought credit and honor to himself, to all Department of 2-21 Public Safety officers, and to all of the fine men and women in the 2-22 law enforcement profession; and 2-23 WHEREAS, While his imminent retirement from the department 2-24 marks the beginning of a new phase in an already eventful career, 2-25 it also affords the members of this body an appropriate opportunity 2-26 to join his colleagues, friends, and admirers in a well-deserved 2-27 tribute to a truly outstanding Texan; now, therefore, be it 3-1 RESOLVED, That the House of Representatives of the 73rd Texas 3-2 Legislature hereby commend Texas Ranger Charles Kenneth Fleming for 3-3 his many years of sterling service to the people of this state and 3-4 for his exemplary contributions to his former colleagues and fellow 3-5 state troopers and Texas Rangers in the Department of Public 3-6 Safety; and, be it further 3-7 RESOLVED, That an official copy of this resolution be 3-8 prepared for Ranger Fleming as an expression of high esteem by the 3-9 Texas House of Representatives. 3-10 prepared for Ranger Fleming as an expression of high esteem by the 3-11 Texas House of Representatives. 3-12 Seidlits 3-13 H.R.
