                                  R E S O L U T I O N
1-1 WHEREAS, The Texas House of Representatives respectfully
1-2 concurs with the executive and legislative branches of the United
1-3 States government in assigning the "highest national priority" to
1-4 determining the location and status of all American servicemen and
1-5 civilians still missing from the Korean War; and
1-6 WHEREAS, There are over 8,177 American servicemen and
1-7 civilians still missing in action whose fates remain uncertain to
1-8 this day, some 42 years since the withdrawal of American troops
    1-9 from Korea; and
1-10 WHEREAS, The majority of information obtained on these
1-11 missing servicemen and civilians to date has remained classified,
1-12 denying the families of these missing servicemen and civilians, as
1-13 well as the press and the American public, access to reports of
1-14 live prisoner sightings, burial sites and information, and
1-15 detainment camp locations and information; and
1-16 WHEREAS, Much of this important information could be
1-17 declassified without compromising the methods, resources, and
1-18 identities of intelligence operatives; now, therefore, be it
1-19 RESOLVED, That the Texas House of Representatives, 73rd
1-20 Legislature, hereby respectfully urge the President of the United
1-21 States and the Congress of the United States to declassify all
1-22 information relating to American military personnel and civilians
1-23 who remain missing from the Korean War, except for that information
1-24 that would reveal the methods, resources, and identities of
2-1 intelligence operatives; and, be it further
2-2 RESOLVED, That any remains returned from Korea in the future
2-3 be transferred to the Smithsonian Institution in Washington, D.C.,
2-4 for the purpose of indentification; and that the United States
2-5 continue its current policy that diplomatic and economic relations
2-6 with North Korea be normalized only when that country has helped
2-7 make a complete accounting of the missing, whether still alive or
2-8 dead; and, be it further
2-9 RESOLVED, That a copy of this Resolution be prepared for the
2-10 President of the United States, the Speaker of the House of
2-11 Representatives and President of the Senate of the United States
2-12 Congress, and all members of the Texas Congressional delegation as
2-13 an expression of the sentiment of the Texas House of
   2-14 Representatives.
