                                  R E S O L U T I O N
    1-1        WHEREAS, The death of William Herrell (Bill) Kugle, Jr., on
    1-2  December 27, 1992, at the age of 67, has brought great sadness to
    1-3  the many friends and relatives of this distinguished gentleman and
    1-4  will be widely mourned throughout the Athens community, where he
    1-5  was a prominent attorney and noted civil rights advocate; and
    1-6        WHEREAS, A fourth-generation Texan, Mr. Kugle leaves a long
    1-7  and noteworthy record of service to his fellow man that began at
    1-8  the age of 17, when he enlisted in the United States Army to serve
    1-9  his country in World War II; stationed in the Pacific Theater, he
   1-10  saw combat duty in New Guinea and the Philippines; and
   1-11        WHEREAS, As a member of Company G of the 511th Paratrooper
   1-12  Regiment of the 11th Airborne Division, Mr. Kugle participated in
   1-13  the liberation of Manila and later served with the Occupation Army
   1-14  of Japan following the Japanese surrender; and
   1-15        WHEREAS, After receiving his law degree from The University
   1-16  of Texas at Austin in 1950, he moved to Galveston to practice law,
   1-17  embarking on a prominent and highly successful legal career
   1-18  spanning four decades; and
   1-19        WHEREAS, An unusually dedicated and civic-minded young man,
   1-20  Mr. Kugle was elected to the House of Representatives of the 53rd
   1-21  Texas Legislature while still in his 20s, serving his Galveston
   1-22  constituents with the utmost integrity and distinction; and
   1-23        WHEREAS, Joining the law firm of Justice and Justice in 1958,
   1-24  Mr. Kugle made the bustling city of Athens in Henderson County his
    2-1  permanent home, later practicing law with Kugle, Douglas and
    2-2  Skelton, and most recently, Kugle and Skelton; and
    2-3        WHEREAS, A champion of individual rights and environmental
    2-4  concerns, Mr. Kugle participated in several notable state
    2-5  constitutional decisions, including those regarding the
    2-6  clear-cutting of national forest land and the noted Tyler Junior
    2-7  College "hair" case of 1972; and
    2-8        WHEREAS, Mr. Kugle belonged to numerous professional and
    2-9  civic organizations, including the Texas Trial Lawyers Association,
   2-10  and was a charter member of the Texas Criminal Defense Lawyers
   2-11  Association; Mr. Kugle was also an avid supporter of the Clint
   2-12  W. Murchison Memorial Library and had served as president of the
   2-13  Athens Little Theater; and
   2-14        WHEREAS, Active in the Democratic Party as well, Mr. Kugle
   2-15  was the Democratic Party chairman of Henderson County for 16 years
   2-16  and had served on the Democratic State Executive Committee; and
   2-17        WHEREAS, In his leisure time, Mr. Kugle traveled in Mexico
   2-18  and Central America, often by motorcycle or sailboat, and had
   2-19  canoed all the major rivers in Texas; most recently, he took a
   2-20  float trip through scenic Boquillas Canyon on the Rio Grande with
   2-21  Governor Ann Richards; and
   2-22        WHEREAS, Throughout his active and fulfilling life, William
   2-23  Herrell (Bill) Kugle, Jr., greatly benefited his community through
   2-24  his tireless work in the legal profession and in civic service;
   2-25  though his energy and compassion will be greatly missed, his memory
   2-26  will continue to serve as inspiration to all those privileged to
   2-27  know this remarkable man; now, therefore, be it
    3-1        RESOLVED, That the House of Representatives of the 73rd Texas
    3-2  Legislature hereby pay tribute to the life of William Herrell
    3-3  (Bill) Kugle, Jr., and extend sympathy to the members of his
    3-4  family:  to his mother, Blanche Peveler Kugle; to his wife, Janet
    3-5  Jensen; to his son, William H. Kugle III; to his two daughters,
    3-6  Kandice L. Kugle and Cherry L. Kugle; to his brother and
    3-7  sister-in-law, Donald and Patricia Kugle; to his grandchildren,
    3-8  Jackson David Yarbrough, Katherine Ann Kugle, and Stormi Amanda
    3-9  Kugle; to his aunts and uncles; to his nieces and nephew; and to
   3-10  the other members of his family; and, be it further
   3-11        RESOLVED, That an official copy of this resolution be
   3-12  prepared for the members of his family and that when the Texas
   3-13  House of Representatives adjourns this day, it do so in memory of
   3-14  William Herrell (Bill) Kugle, Jr.
