                                  R E S O L U T I O N
    1-1        WHEREAS, For many years Jefferson County residents have been
    1-2  deeply indebted to County Commissioner Ed Moore, who has now
    1-3  brought his exceptional dedication to public service to his new
    1-4  position of president of the South East Texas Regional Planning
    1-5  Commission; and
    1-6        WHEREAS, A lifelong resident of Beaumont, a devoted husband
    1-7  and father, and a devout member of his church, Commissioner Moore
    1-8  has shown an abiding interest in the well-being of his home town,
    1-9  and his lengthy and impressive record of service is eloquent
   1-10  testimony to his tireless dedication, wide-ranging interests, and
   1-11  selfless desire to improve the quality of life for every segment of
   1-12  society; and
   1-13        WHEREAS, This esteemed individual has played a prominent role
   1-14  in the Beaumont business community, earning respect and admiration
   1-15  as a member of the Private Industry Council and as advisory
   1-16  director of the Beaumont Chamber of Commerce; he also has been
   1-17  active in local civic affairs as a member of the 1972 Beaumont
   1-18  Charter Change Committee and the Beaumont Community and Police
   1-19  Council; and
   1-20        WHEREAS, His continuing efforts to effect positive change in
   1-21  the community naturally led to his involvement in the political
   1-22  arena, where he has exercised his leadership ability both as a
   1-23  former president and secretary of the South Park Voters League and
   1-24  as a member of the Beaumont Political and Civic Action Program; and
    2-1        WHEREAS, His longstanding record of community service
    2-2  includes highly regarded terms as chairman of the Beaumont Parks
    2-3  and Recreation Department Advisory Board and as president of the
    2-4  Blanchette School PTA as well as his valued service on the boards
    2-5  of directors of the Schlesinger Nursing Home and the Golden
    2-6  Triangle AIDS Network; and
    2-7        WHEREAS, Commissioner Moore has continued his efforts on
    2-8  behalf of his fellow citizens as an elected official, justifying
    2-9  the voter confidence that entrusted him with great public
   2-10  responsibility; he also has gained widespread recognition among his
   2-11  fellow county officials by his able representation of his
   2-12  constituents' interests as a member of the Texas Association of
   2-13  Counties and the Conference of Urban Counties; and
   2-14        WHEREAS, He has further expanded the scope of both his
   2-15  interests and his influence beyond the needs of his local
   2-16  constituency to encompass a regional view that stands to benefit
   2-17  the larger Southeast Texas community, making valuable contributions
   2-18  as a member of statewide and national associations of regional
   2-19  councils; and
   2-20        WHEREAS, Since becoming a member of the South East Texas
   2-21  Regional Planning Commission, he has earned well-deserved praise
   2-22  and recognition for his valued service to the organization in
   2-23  numerous leadership positions, including that of secretary,
   2-24  treasurer, and first vice-president, before being elevated to his
   2-25  current post as commission president; and
   2-26        WHEREAS, Noted for his longtime involvement in efforts to
   2-27  secure equal rights and equal opportunity for all members of his
    3-1  community as a member of the Affirmative Action Committee of the
    3-2  city of Beaumont, the Beaumont NAACP, and the Texas Association of
    3-3  Black County Commissioners, Mr. Moore has achieved the distinction
    3-4  of becoming the first African American to head the South East Texas
    3-5  Regional Planning Commission; and
    3-6        WHEREAS, Heading this important body, which administers
    3-7  federal and state programs in the area comprising Hardin,
    3-8  Jefferson, and Orange counties, Commissioner Moore brings to his
    3-9  new office a wealth of experience and expertise that will stand the
   3-10  commission in good stead as it faces difficult challenges and
   3-11  opportunities during the coming year; and
   3-12        WHEREAS, Cognizant of the many contributions this outstanding
   3-13  Texan has made to the betterment of his community during a long and
   3-14  distinguished career, the members of this body take pleasure in
   3-15  joining the grateful citizens of Southeast Texas as they express
   3-16  their lasting appreciation of his many endeavors in this regard;
   3-17  now, therefore, be it
   3-18        RESOLVED, That the House of Representatives of the 73rd Texas
   3-19  Legislature hereby commend the Honorable Ed Moore on his
   3-20  exceptional record of service to Beaumont and Jefferson County and
   3-21  extend to him best wishes for success in the coming year as
   3-22  president of the South East Texas Regional Planning Commission;
   3-23  and, be it further
   3-24        RESOLVED, That an official copy of this resolution be
   3-25  prepared for Commissioner Moore as an expression of high esteem by
   3-26  the Texas House of Representatives.
