By: Goolsby H.R. No. 414 73R6523 KMP-D R E S O L U T I O N 1-1 WHEREAS, The recent death of Fladger F. Tannery on February 1-2 19, 1993, at the age of 87, has brought a great loss to the many 1-3 friends, relatives, and colleagues of this distinguished gentleman; 1-4 and 1-5 WHEREAS, An outstanding educator, businessman, and civic 1-6 leader, Mr. Tannery remained a loyal Texan throughout his life, 1-7 bringing honor to his country, state, university, profession, and 1-8 family; and 1-9 WHEREAS, After attending Southern Methodist University, 1-10 Mr. Tannery joined the staff of The University of Texas at Austin 1-11 in 1933, beginning his academic career as an associate professor of 1-12 accounting; for the next 11 years, he taught classes while earning 1-13 a bachelor's degree in business administration, a master's degree, 1-14 and a doctorate; and 1-15 WHEREAS, During this time, he also gained expertise and 1-16 recognition in professional circles, serving as first assistant to 1-17 the Texas state auditor and as a consultant to the National 1-18 Association of State Auditors, Comptrollers and Treasurers, an 1-19 organization funded by the Rockefeller Foundation; and 1-20 WHEREAS, Answering his country's call to arms during World 1-21 War II, this patriotic American left his teaching post at The 1-22 University of Texas at Austin to join the Army Air Force, where he 1-23 directed the contract audit division; and 1-24 WHEREAS, Mr. Tannery then embarked on a highly successful 2-1 career in accounting and finance, and in 1951 he was named a 2-2 general partner at Arthur Young and Co., an international 2-3 accounting firm; and 2-4 WHEREAS, Six years later, this dynamic individual gained 2-5 employment with The Frito Co., and, following the company's merger 2-6 with H. W. Lay and Co., became the president of Frito-Lay; in 1965, 2-7 when the firm merged with Pepsico Inc., he was named chairman of 2-8 the board of Pepsico International, earning him the respect and 2-9 admiration of colleagues and competitors alike; and 2-10 WHEREAS, Mr. Tannery remained active within the business 2-11 community even after his retirement; in addition to working as a 2-12 financial consultant, this indefatigable gentleman was president of 2-13 the Texas Society of CPAs, chairman of the American Institute of 2-14 CPAs, and a board member of five Texas corporations; and 2-15 WHEREAS, Dedicated to improving his community as well, 2-16 Mr. Tannery lent his considerable business expertise to many North 2-17 Texas civic organizations, including the Children's Medical Center 2-18 and the Cotton Bowl Council; and 2-19 WHEREAS, In recognition of these many outstanding 2-20 accomplishments, The University of Texas at Austin business school 2-21 named Mr. Tannery a distinguished alumnus in 1988 and honored him 2-22 with the creation of the Fladger F. Tannery Distinguished Chair in 2-23 Business; and 2-24 WHEREAS, Despite his many civic and professional activities, 2-25 this fine Texan was above all else a devoted father and grandfather 2-26 who took great pride in the accomplishments of his daughter, Mary 2-27 "Toppy" Goolsby, and who cherished his three granddaughters, 3-1 Cherrie, Brooke, and Mellie; now, therefore, be it 3-2 RESOLVED, That the House of Representatives of the 73rd Texas 3-3 Legislature hereby pay tribute to the life of Fladger F. Tannery 3-4 and extend deepest sympathy to the members of his family: to his 3-5 wife, Mary L. Tannery of Dallas; to his daughter and son-in-law, 3-6 Mary "Toppy" Goolsby and Tony Goolsby of Dallas; to his three 3-7 granddaughters, Cherrie Goolsby, Brooke Goolsby, and Mellie 3-8 Goolsby, also of Dallas; and to his many other friends and 3-9 relatives throughout the State of Texas; and, be it further 3-10 RESOLVED, That official copies of this resolution be prepared 3-11 for the members of his family and that when the Texas House of 3-12 Representatives adjourns this day, it do so in memory of Fladger F. 3-13 Tannery.
