                                  R E S O L U T I O N
    1-1        WHEREAS, Dr. Haden Edwards McKay III has devoted more than 50
    1-2  years of his life to the people of Humble, both as a physician and
    1-3  as a public servant, and has been honored by numerous organizations
    1-4  over the years, but his most recent recognition as a recipient of
    1-5  the American Medical Association's Dr. Nathan Davis Award is
    1-6  particularly noteworthy; and
    1-7        WHEREAS, This prestigious award is named for the founder of
    1-8  the AMA and is presented to public servants and elected officials
    1-9  who have made outstanding contributions in the healing arts; Dr.
   1-10  McKay was one of 10 distinguished Americans who were formally
   1-11  honored at a reception and dinner in Washington, D.C., on February
   1-12  2, 1993; and
   1-13        WHEREAS, This distinguished Texan has not limited his
   1-14  achievements to the field of medicine, however; he has been an
   1-15  active political force in the Humble area since 1938 and has served
   1-16  an unprecedented 11 terms as mayor of that city; and
   1-17        WHEREAS, Dr. McKay's Texas roots reach back to the year 1825,
   1-18  when one of his ancestors, Haden Edwards, settled near Nacogdoches
   1-19  and established one of the earliest Texas colonies; Dr. McKay was
   1-20  born in Bardstown, Kentucky, in 1908, but his father, Dr. Haden
   1-21  Edwards McKay, Sr., moved the family to Humble in 1919; and
   1-22        WHEREAS, After he was graduated from Charles Bender High
   1-23  School in 1926, Haden Edwards McKay III attended Mississippi State
   1-24  University, where he received a bachelor of science degree, and
    2-1  Chicago Medical School, where he was awarded a doctor of medicine
    2-2  degree; he then returned home to Humble to join his father's
    2-3  medical practice; and
    2-4        WHEREAS, In 1941, Dr. McKay married Lillian Janda, a
    2-5  registered nurse who has remained active in the medical field and
    2-6  in community affairs throughout their many years together; built on
    2-7  a foundation of mutual love, trust, and support, their remarkable
    2-8  union has been an inspiration to the people of Humble for more than
    2-9  50 years; and
   2-10        WHEREAS, This dedicated public servant first stepped into the
   2-11  political spotlight as a member of the Humble City Council in 1938,
   2-12  and over the past half century he has emerged as the city's
   2-13  foremost civic leader; at the age of 63, when most individuals are
   2-14  planning their retirements, Dr. McKay announced his candidacy for
   2-15  mayor; and
   2-16        WHEREAS, Humble voters elected him to that position in 1971,
   2-17  and they have demonstrated their overwhelming confidence in his
   2-18  abilities by returning him to that post to serve an extraordinary
   2-19  11 terms; and
   2-20        WHEREAS, Despite the many demands of this august position,
   2-21  Dr. McKay has found ample time to devote to numerous professional
   2-22  organizations and has given generously of his considerable talent
   2-23  and leadership skills; his terms as vice-president of the Harris
   2-24  County Medical Society, as president of the Harris County Academy
   2-25  of General Practice, the Texas Academy of General Practice, and the
   2-26  Ninth District Medical Society, and as a delegate to the American
   2-27  Academy of Family Physicians provide a brief glimpse both of his
    3-1  long-standing commitment to the medical profession and of the
    3-2  esteem and regard accorded to him by his colleagues; and
    3-3        WHEREAS, An active participant in many of Humble's community
    3-4  and religious organizations, including the Rotary Club, the Arabia
    3-5  Shrine, the chamber of commerce board, and the Methodist Church,
    3-6  Dr. McKay was the proud recipient of the Humble Chamber of Commerce
    3-7  Outstanding Citizen Award in 1973; he also is a long-time member of
    3-8  the Texas Medical Association and accepted their highest honor, the
    3-9  Texas Medical Association Distinguished Service Award, in 1991; and
   3-10        WHEREAS, As a physician, as a civic leader, and as an elected
   3-11  official, Dr. McKay has tirelessly served the people of Humble and
   3-12  his fellow Texans, and in doing so he has distinguished himself as
   3-13  a man of great honor and integrity; Dr. McKay is truly worthy of
   3-14  highest praise and recognition, and it is indeed fitting that the
   3-15  house of representatives bestow this honor upon him today, his 85th
   3-16  birthday; now, therefore, be it
   3-17        RESOLVED, That the House of Representatives of the 73rd Texas
   3-18  Legislature hereby honor Dr. Haden Edwards McKay III, one of the
   3-19  1992 recipients of the Dr. Nathan Davis Award, for his many years
   3-20  of outstanding service to the people of Humble as well as for his
   3-21  most recent honor and extend to him warmest best wishes on the
   3-22  occasion of his 85th birthday; and, be it further
   3-23        RESOLVED, That an official copy of this resolution be
   3-24  forwarded to Dr. McKay as an expression of high regard by the Texas
   3-25  House of Representatives.
