                                  R E S O L U T I O N
    1-1        WHEREAS, For more than 20 years, the students of The
    1-2  University of Texas School of Law have enjoyed a warm and amicable
    1-3  relationship with the students of the University of Guanajuato
    1-4  School of Law in Guanajuato, Mexico; and
    1-5        WHEREAS, This mutually beneficial friendship culminates each
    1-6  year in an exchange program in which a group of University of Texas
    1-7  law students travels to Mexico to enjoy the beauty and splendor of
    1-8  the historic city of Guanajuato; in addition, the students attend
    1-9  lectures at the University of Guanajuato, one of the most
   1-10  prestigious law schools in Mexico, and learn about Mexican law; and
   1-11        WHEREAS, Located in the mountains northwest of Mexico City
   1-12  near one of the richest veins of silver in the hemisphere,
   1-13  Guanajuato was founded by the Spanish in 1548 and recently was
   1-14  declared a national historic monument; the city is noted for its
   1-15  picturesque winding streets and graceful Spanish architecture, and
   1-16  among the city's many fine museums and historical sites is the home
   1-17  of Diego Rivera, the celebrated Mexican artist and muralist; and
   1-18        WHEREAS, For many of the Texas students, the most enjoyable
   1-19  aspect of the trip is the friendship and hospitality of their
   1-20  Mexican hosts, and they are given an opportunity to repay that
   1-21  generosity in kind when the Mexican law students travel to Austin
   1-22  to learn about the law and culture of Texas and the United States;
   1-23  again, the visiting students are matched with hosts, who entertain
   1-24  their guests and introduce them to the unique culture and style of
    2-1  the Lone Star State; and
    2-2        WHEREAS, This program is an outstanding example of the amity
    2-3  between Texas and Mexico that surely will continue and prosper with
    2-4  the adoption of the North American Free Trade Agreement; as we open
    2-5  our borders to unprecedented economic exchange, we have the
    2-6  opportunity to increase our understanding of our cultures and
    2-7  histories and to expand on the precedents established by this
    2-8  exchange program to usher in a new age of international
    2-9  cooperation; now, therefore, be it
   2-10        RESOLVED, That the House of Representatives of the 73rd Texas
   2-11  Legislature hereby commend the faculty and students participating
   2-12  in the exchange program between The University of Texas and
   2-13  University of Guanajuato law schools and extend to them warmest
   2-14  best wishes for many more years of continued success; and, be it
   2-15  further
   2-16        RESOLVED, That an official copy of this resolution be
   2-17  prepared for the program's organizers as an expression of high
   2-18  regard by the Texas House of Representatives.
