H.R. No. 485
                                  R E S O L U T I O N
    1-1        WHEREAS, The community of Richland Hills was incorporated in
    1-2  September 1950; and
    1-3        WHEREAS, There was a tie for city marshall between L. R. Todd
    1-4  and S. V. Schup, and Mayor Gracy instructed the two men to decide
    1-5  between themselves who would be marshall; and
    1-6        WHEREAS, S. V. Schup became the first marshall of the city of
    1-7  Richland Hills; and
    1-8        WHEREAS, During the first year, the zoning committee was
    1-9  formed and ordinance number five was passed, which set the speed
   1-10  limits on residential roads within the city at 30 miles per hour;
   1-11  and
   1-12        WHEREAS, August 1953 was a very busy and productive month
   1-13  wherein the city council passed ordinance number 22, establishing
   1-14  the office of police chief, and ordinance number 23, establishing
   1-15  the Richland Hills Village Police Department; and
   1-16        WHEREAS, In the spring of 1954, ordinance number 36 was
   1-17  passed, establishing the Office of Records of Corporate Court, and
   1-18  during this time the city hired personnel to provide 24-hour police
   1-19  protection for the citizens; and
   1-20        WHEREAS, Today Chief Barbara Childress heads the Richland
   1-21  Hills police force, which includes 19 peace officers, 2 reserve
   1-22  officers, 7 civilians, and 2 school crossing guards; and
   1-23        WHEREAS, The citizens of Richland Hills are indebted to these
    2-1  fine men and women who, by their selfless dedication to the public
    2-2  welfare, have enabled the residents to enjoy the benefits of a
    2-3  peaceful and orderly community; and
    2-4        WHEREAS, The city of Richland Hills broke ground on a new
    2-5  police facility in August 1992, and the new complex was completed
    2-6  in March 1993; now, therefore, be it
    2-7        RESOLVED, That the House of Representatives of the 73rd Texas
    2-8  Legislature hereby congratulate the city of Richland Hills on the
    2-9  grand opening of the Richland Hills Law Enforcement Center; and, be
   2-10  it further
   2-11        RESOLVED, That an official copy of this resolution be
   2-12  prepared for the city of Richland Hills as an expression of highest
   2-13  regard by the Texas House of Representatives.
