H.R. No. 572 R E S O L U T I O N 1-1 WHEREAS, May 3, 1993, marks the 25th anniversary of the 1-2 passing of a distinguished former member of this chamber, the 1-3 Honorable Joseph Edwin Lockridge; and 1-4 WHEREAS, Mr. Lockridge was born on July 15, 1932, in Waco, 1-5 and was the 10th child of the Reverend L. R. Lockridge and Demover 1-6 Gregory Lockridge; and 1-7 WHEREAS, At the age of five, Mr. Lockridge moved with his 1-8 family to Dallas, where he attended public school and was graduated 1-9 from Lincoln High School in 1949; and 1-10 WHEREAS, He went on to earn a bachelor's degree from Southern 1-11 University in Baton Rouge, Louisiana, and a law degree from Howard 1-12 University School of Law in Washington, D.C., in addition to 1-13 serving his country as a member of the United States Army in Korea; 1-14 and 1-15 WHEREAS, Admitted to the State Bar of Texas in 1960, 1-16 Mr. Lockridge began a private law practice that same year and later 1-17 became a partner in the firm of Finch, Lockridge and Cunningham in 1-18 Dallas; and 1-19 WHEREAS, With his election to serve in the Texas House of 1-20 Representatives in 1966, Mr. Lockridge became the first African 1-21 American to represent the constituents of Dallas County in this 1-22 chamber; and 1-23 WHEREAS, During his fine tenure, this highly respected 1-24 legislator shared his valuable insight and expertise with his 2-1 colleagues as an active member of the committees on education, 2-2 federal relations, state affairs, and mental health and mental 2-3 retardation; and 2-4 WHEREAS, The recipient of several honors for his exemplary 2-5 public service, Mr. Lockridge was named "Rookie of the Year" during 2-6 the Regular Session of the 60th Legislature and earned listings in 2-7 Who's Who in American Politics and Outstanding Young Men in 2-8 America; and 2-9 WHEREAS, In addition to his professional achievements, this 2-10 fine gentleman also was a devout member of the Golden Gate Baptist 2-11 Church, where his father had served as pastor for 18 years; and 2-12 WHEREAS, Though his life was cut tragically short at the age 2-13 of 35, Mr. Lockridge played a vital role in awakening public 2-14 consciousness and bringing about lasting change in our society and 2-15 he is indeed deserving of special recognition for the enduring 2-16 legacy he left behind; now, therefore, be it 2-17 RESOLVED, That the House of Representatives of the 73rd Texas 2-18 Legislature hereby pay tribute to the life and many achievements of 2-19 Joseph Edwin Lockridge. 2-20 Davis 2-21 Giddings 2-22 Jones of Dallas 2-23 Giddings 2-24 Jones of Dallas
