                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives is proud to honor
    1-2  Billy Rosenbaum, whose exceptional career in law enforcement as the
    1-3  sheriff of Washington County has spanned more than two decades; and
    1-4        WHEREAS, This outstanding public servant joined the
    1-5  Washington County Sheriff's Department on a part-time basis in
    1-6  1972; after completing his bachelor's degree at Sam Houston State
    1-7  University, he became a full-time employee of the department on May
    1-8  1 of that same year; and
    1-9        WHEREAS, He soon earned a promotion to the post of chief
   1-10  deputy under Sheriff Elwood Goldberg and in 1985 was appointed to
   1-11  complete the retiring sheriff's term by the Washington County
   1-12  Commissioners Court; and
   1-13        WHEREAS, The following year, Sheriff Rosenbaum was returned
   1-14  to office by the voters of Washington County and, following his
   1-15  election, he directed an extensive overhaul of the sheriff's
   1-16  department, greatly enhancing its capabilities through
   1-17  computerization and the establishment of a new dispatch system; and
   1-18        WHEREAS, He also saw the need for a new county jail to ease
   1-19  overcrowding and worked closely with other local officials,
   1-20  architects, and jail planners in designing the new Washington
   1-21  County facility, which is scheduled to open in mid-1993; and
   1-22        WHEREAS, Throughout almost 21 years in the law enforcement
   1-23  profession, Sheriff Rosenbaum has set an inspiring example of
   1-24  professional excellence and dedication, and his intelligence,
    2-1  expertise, and unwavering devotion to duty will be greatly missed
    2-2  by all who have been privileged to work with him; now, therefore,
    2-3  be it
    2-4        RESOLVED, That the House of Representatives of the 73rd Texas
    2-5  Legislature hereby commend Sheriff Billy Rosenbaum for his many
    2-6  years of exemplary service to the citizens of Washington County and
    2-7  extend to him sincere best wishes for continued success and
    2-8  happiness in the future; and, be it further
    2-9        RESOLVED, That an official copy of this resolution be
   2-10  prepared for Sheriff Rosenbaum as an expression of high regard by
   2-11  the Texas House of Representatives.
