R E S O L U T I O N
1-1 WHEREAS, An outstanding legal professional, Roger W. Miller,
1-2 will be installed as president of the National Court Reporters
1-3 Association (NCRA) at the organization's annual convention on July
1-4 24, 1993, in San Francisco; and
1-5 WHEREAS, On his installation, Mr. Miller will become the
1-6 first Texan in 22 years to preside as head of this 30,000-member
1-7 professional association; and
1-8 WHEREAS, Born in the small town of Tahoka, this West Texas
1-9 native attended Tahoka High School and then continued his education
1-10 at the Stenograph Institute of Texas in Abilene and the Northwood
1-11 Institute in Cedar Hill; as a young man, he worked briefly at the
1-12 Abilene State School for the mentally retarded before embarking on
1-13 his notable career as a court reporter in 1973; and
1-14 WHEREAS, Four months after being hired by Curtis D. Ruff &
1-15 Associates in Lubbock in January 1973, he accepted a post as
1-16 federal district court reporter to Chief Judge Halbert O. Woodward,
1-17 thereby gaining the distinction of being the youngest federal
1-18 district court reporter appointed in the United States; and
1-19 WHEREAS, He served with exceptional skill and dedication
1-20 under Chief Judge Woodward in Lubbock until 1987 when he left to
1-21 start his own court reporting firm; and
1-22 WHEREAS, Currently a successful businessman and a popular
1-23 lecturer and presenter, this highly accomplished individual is a
1-24 shareholder and court reporter for Stanley, Harris, Rice, Cogburn,
2-1 Stunkard, Miller & Associates and Keith & Miller Certified Court
2-2 Reporters, Inc., where he also serves as officer and director; and
2-3 WHEREAS, Through the years he has distinguished himself as a
2-4 member of numerous professional organizations, including the Texas
2-5 Shorthand Reporters Association (TSRA), the United States Court
2-6 Reporters Association (USCRA), and the National Shorthand Reporters
2-7 Association (NSRA), and has provided solid leadership in many
2-8 wide-ranging appointive positions for these esteemed organizations;
2-9 and
2-10 WHEREAS, An extremely swift and proficient transcriber,
2-11 Mr. Miller won six consecutive TSRA speed contests beginning in
2-12 1980 and has been a five-time qualifier and a medalist in NSRA
2-13 speed contests; he holds several important court reporting
2-14 certifications, including a certificate of merit from NCRA, and was
2-15 selected as a Fellow in the TCRA Hall of Fame in 1990 and a Fellow
2-16 of the Board of the NCRA Academy of Professional Reporters in 1991;
2-17 and
2-18 WHEREAS, In 1986 he received a particularly meaningful honor
2-19 when an annual scholarship in his name was established at the
2-20 Stenograph Institute of Texas; and
2-21 WHEREAS, During his career, Mr. Miller has reported on a
2-22 number of high-profile state and federal court cases involving such
2-23 matters as criminal wiretapping, school desegregation,
2-24 redistricting, and bank fraud, to name just a few, earning the wide
2-25 respect and admiration of his fellow court reporters and other
2-26 members of the justice system; and
2-27 WHEREAS, He has received the loving support in his many
3-1 endeavors by his wife, Leah, and their children, Mackenzie and
3-2 Collin; and
3-3 WHEREAS, Throughout his 20 years as a court reporter, Roger
3-4 Miller has displayed the high degree of skill, dedication, and
3-5 professionalism that characterizes those at the very top of this
3-6 demanding field; his vast expertise and commitment have greatly
3-7 benefited the legal profession in Texas and throughout the nation,
3-8 and he is indeed deserving of special praise and legislative
3-9 recognition on his latest achievement; now, therefore, be it
3-10 RESOLVED, That the House of Representatives of the 73rd Texas
3-11 Legislature hereby congratulate Roger W. Miller on being selected
3-12 president of the National Court Reporters Association and extend
3-13 best wishes to him for his continued success; and, be it further
3-14 RESOLVED, That an official copy of this resolution be
3-15 prepared for him as an expression of high regard from the Texas
3-16 House of Representatives.
