                                  R E S O L U T I O N
    1-1        WHEREAS, The family and many friends of former State
    1-2  Representative Doyce R. Lee have been deeply saddened by the death
    1-3  of this distinguished gentleman on May 4, 1993, at the age of 52,
    1-4  and with his passing the State of Texas has lost an outstanding
    1-5  individual who for many years had ably served its interests as a
    1-6  dedicated public servant; and
    1-7        WHEREAS, Born on September 2, 1940, in the Cass County
    1-8  community of Marietta, Mr. Lee grew up in northeast Texas and
    1-9  attended East Texas State University; graduating with a bachelor's
   1-10  degree in music education in 1962, he taught music for several
   1-11  years and served several congregations as a minister of music
   1-12  before resuming his education at The University of Texas School of
   1-13  Law; and
   1-14        WHEREAS, After receiving his law degree in January 1968, he
   1-15  returned to Cass County and practiced law for a brief period in a
   1-16  Linden partnership before moving to Naples in Morris County, where
   1-17  he set up his own private practice as an attorney in 1969; and
   1-18        WHEREAS, Establishing himself as a community leader over the
   1-19  next few years, he ventured into the realm of public service in
   1-20  1972 when he successfully ran for the office of state
   1-21  representative from District 2, which then encompassed Cass,
   1-22  Marion, Morris, Smith, and Upshur counties; and
   1-23        WHEREAS, In addition to serving his constituents in northeast
   1-24  Texas as a member of the House of Representatives during the 63rd
    2-1  Legislature, Mr. Lee also rendered an outstanding public service to
    2-2  the citizens of this state and demonstrated both his statesmanship
    2-3  and his leadership ability as a delegate to the constitutional
    2-4  convention in 1974; and
    2-5        WHEREAS, His performance as a legislator and statesman earned
    2-6  him widespread and well-deserved acclaim, and he was recognized by
    2-7  several publications, including Outstanding Young Men of the South,
    2-8  Who's Who in American Government, and Who's Who in Texas; and
    2-9        WHEREAS, After completing his term in the House of
   2-10  Representatives, Mr. Lee continued his record of service to the
   2-11  people of Texas by joining the State Board of Insurance as a staff
   2-12  attorney and remaining with that state agency for the next 14
   2-13  years, serving in a variety of positions from 1975 until 1989, when
   2-14  he resumed the private practice of law; and
   2-15        WHEREAS, During his tenure with the Texas State Board of
   2-16  Insurance he distinguished himself by his hard work, dedication,
   2-17  and expertise, first as a staff attorney, then as director of the
   2-18  legal division, later as general counsel to the board, and finally
   2-19  as the commissioner of insurance, when he assumed overall
   2-20  responsibility as the chief administrative and executive officer of
   2-21  the agency; and
   2-22        WHEREAS, Although he left public office in January 1989 to
   2-23  pursue private practice, this dedicated and public-spirited citizen
   2-24  continued to devote considerable time and energy to community
   2-25  service as a member of the board of directors for the East Texas
   2-26  State University Alumni Association, the Texas State Bar
   2-27  Association, and the Phi Alpha Delta legal fraternity; he also was
    3-1  involved in church activities at the River Bend Baptist Church in
    3-2  Austin; and
    3-3        WHEREAS, In all of the many endeavors he pursued throughout a
    3-4  full and rewarding life, Mr. Lee brought intelligence, energy, and
    3-5  determination to his task of serving others, and in doing so he
    3-6  deeply touched the lives not only of those around him but of Texans
    3-7  everywhere; although he is gone from us now, the legacy he leaves
    3-8  behind will endure and keep alive the memory of an outstanding
    3-9  Texan; now, therefore, be it
   3-10        RESOLVED, That the House of Representatives of the 73rd Texas
   3-11  Legislature hereby honor the memory of former State Representative
   3-12  Doyce R. Lee and extend deepest sympathy to the members of his
   3-13  family:  to his wife Phyllis; to his brother and sister-in-law,
   3-14  Kenneth and Mary Lee; to his sister and brother-in-law, Phyllis and
   3-15  Charles Robinett; to his nephews, Scott Lee and Chase Robinett; to
   3-16  his niece, Lisa Lee Holt; to his father-in-law, Dr. A. C. Winford,
   3-17  Sr., and mother-in-law, Phyllis Austin Winford; to his
   3-18  brother-in-law, Clem Winford; and to all of the other family
   3-19  members and friends who have mourned the passing of this fine man;
   3-20  and, be it further
   3-21        RESOLVED, That an official copy of this resolution be
   3-22  prepared for the members of his family and that when the Texas
   3-23  House of Representatives adjourns this day, it do so in memory of
   3-24  Doyce R. Lee.
