                                  R E S O L U T I O N
    1-1        WHEREAS, The Texas House of Representatives is proud to honor
    1-2  Webb County Commissioner Richard A. Reyes II for the many
    1-3  significant contributions he has made to the betterment of his
    1-4  community, state, and nation; and
    1-5        WHEREAS, A disabled veteran of the Vietnam War, credited with
    1-6  two tours of duty in that conflict, Mr. Reyes served for more than
    1-7  eight years in the navy following studies at San Antonio College,
    1-8  and continues to maintain his military affiliation as a member of
    1-9  the Laredo GI Forum and the Veterans of Foreign Wars; and
   1-10        WHEREAS, Presently the chief executive officer of Guarantee
   1-11  Radio Supply and Universal Electronics, he enjoys close ties to the
   1-12  Laredo business community as well as links to fellow professionals
   1-13  as a member of the Society of Broadcast Engineers; and
   1-14        WHEREAS, In addition, this exceptional gentleman has shared
   1-15  generously of his unique talents and energies, giving of his time
   1-16  to numerous organizations, including the Laredo Chamber of
   1-17  Commerce, the Retail Trade Committee, the Laredo Development
   1-18  Foundation, the Salvation Army, the Laredo Little Theater, the
   1-19  South Laredo Little League, the Laredo Children's Museum, the
   1-20  Laredo Shrine Club, and the Laredo Noon Optimists; and
   1-21        WHEREAS, Active locally across a broad range of public
   1-22  issues, he has made significant and lasting contributions through
   1-23  his work with the Veterans' Land Board for Webb County, the
   1-24  Regional Alcohol and Drug Abuse Advisory Committee, the
    2-1  Governmental Application Review Committee, the Public Protection
    2-2  Advisory Committee, and the Ad Hoc Regional Planning Committee on
    2-3  the 9-1-1 System; and
    2-4        WHEREAS, He distinguished himself through his exceptional
    2-5  negotiation skills in bringing to fruition the establishment of
    2-6  Lake Casa Blanca State Park; as chair of an associated blue ribbon
    2-7  panel, he helped to orchestrate a key 70-acre land exchange to the
    2-8  mutual benefit of Laredo International Airport, the City of Laredo,
    2-9  and prospective park visitors; and
   2-10        WHEREAS, This exceptional gentleman also has contributed his
   2-11  wealth of expertise at the state and national levels, testifying
   2-12  before many legislative committees on matters of government and
   2-13  serving as a member of the 1992 National Democratic Convention
   2-14  Platform Committee; and
   2-15        WHEREAS, Building on his extensive reputation and civic
   2-16  involvement plus four years of experience as an administrator with
   2-17  the office of the Webb County judge, Mr. Reyes in 1992 successfully
   2-18  sought election as county commissioner, and since embarking on his
   2-19  term of office four months ago, has brought to that position the
   2-20  utmost integrity and an unwavering dedication to the principles of
   2-21  good government; and
   2-22        WHEREAS, In recognition of his outstanding service, he has
   2-23  been honored by colleagues and acquaintances from both sides of the
   2-24  border, receiving a commission as captain in the Republic of the
   2-25  Rio Grande as a reflection of the esteem in which he is held by
   2-26  friends in Texas and Mexico alike; and
   2-27        WHEREAS, Throughout his many endeavors, he has enjoyed the
    3-1  love and support of his wife, Janet Reyes, and the couple's three
    3-2  fine children, Shawn Michael, Ricky, and Angela; and
    3-3        WHEREAS, A man of great vision, Commissioner Reyes has worked
    3-4  tirelessly for the betterment of the South Texas community and his
    3-5  exceptional efforts in this regard truly merit special legislative
    3-6  recognition; now, therefore, be it
    3-7        RESOLVED, That the House of Representatives of the 73rd Texas
    3-8  Legislature hereby commend Commissioner Richard A. Reyes II for his
    3-9  outstanding service to the citizens of Webb County, the state, and
   3-10  the nation; and, be it further
   3-11        RESOLVED, That an official copy of this resolution be
   3-12  prepared for Commissioner Reyes as an expression of high regard by
   3-13  the Texas House of Representatives.
