R E S O L U T I O N
1-1 WHEREAS, The Texas House of Representatives is exceedingly
1-2 pleased to welcome His Excellency, Dr. Ogbonnaya Onu, the governor
1-3 of Abia State, Nigeria, and Mazi Felix N. Oji, the president of the
1-4 Nigerian-American Chamber of Commerce in Owerri, on the occasion of
1-5 their visit to the Lone Star State; and
1-6 WHEREAS, Born on December 1, 1951, to His Royal Highness, Eze
1-7 David Aba Onu, the Eze Adu of Uburu, Dr. Onu was graduated from the
1-8 University of Lagos in 1976 with a first-class honors degree in
1-9 chemical engineering; four years later, this outstanding scholar
1-10 completed his education, earning his doctorate from the University
1-11 of California at Berkeley; and
1-12 WHEREAS, Following his return to Nigeria, Dr. Onu became the
1-13 first head of the department of chemical engineering at the
1-14 University of Port Harcourt; and
1-15 WHEREAS, A highly talented researcher, he was a pioneering
1-16 member of the Governing Council of the Federal Government Raw
1-17 Materials Research and Development Council of Nigeria and
1-18 demonstrated his strong commitment to improving his country's
1-19 industrial capacity through his service as National President of
1-20 the Raw Material Society of Nigeria; and
1-21 WHEREAS, Admired and respected for his outstanding leadership
1-22 and integrity, His Excellency was awarded the 1990 Industrial Merit
1-23 Award of the Anambra State Council Nigerian Union of Journalists;
1-24 and
2-1 WHEREAS, Dr. Onu has traveled to the United States to
2-2 implement the establishment of the Technical Cooperation and
2-3 Exchange Program between Abia State, Nigeria, and various states in
2-4 the United States; through this program, which has been organized
2-5 by the Nigerian-American Chamber of Commerce under the experienced
2-6 leadership of Mr. Oji, Dr. Onu plans to form alliances with various
2-7 levels of government to expand the American market into Africa and
2-8 to encourage small and medium-sized enterprises, especially
2-9 minority-owned businesses, in the United States to work directly
2-10 with their counterparts in Nigeria toward achieving the common goal
2-11 of private sector-oriented economic development; and
2-12 WHEREAS, It is indeed fitting that we welcome our
2-13 distinguished visitors to the Capitol today, extend to them sincere
2-14 best wishes for success with the Technical Cooperation and Exchange
2-15 Program, and accord them honorary Texas citizenship in recognition
2-16 of their worthy goals; now, therefore, be it
2-17 RESOLVED, That the House of Representatives of the 73rd Texas
2-18 Legislature hereby extend a warm welcome to His Excellency,
2-19 Dr. Ogbonnaya Onu, and to Mr. Mazi Felix N. Oji, as the founders
2-20 and promoters of this grand initiative for prosperity and
2-21 development, and that these respected gentlemen be named honorary
2-22 Texans with all the rights and privileges appertaining to such
2-23 citizenship; and, be it further
2-24 RESOLVED, That official copies of this resolution be prepared
2-25 for Dr. Onu and Mr. Oji as mementos of their visit to the Lone Star
2-26 State and as an expression of highest regard by the Texas House of
2-27 Representatives.
