                                  R E S O L U T I O N
    1-1        WHEREAS, Fred Phillips, Jr., has faithfully contributed to
    1-2  the quality of education in Hidalgo County for more than 20 years,
    1-3  and he is to be commended for his exemplary record of service to
    1-4  the citizens of South Texas; and
    1-5        WHEREAS, Born in Brady in 1915, this native Texan at the age
    1-6  of four moved with his family to McAllen, where his father, Fred
    1-7  Phillips, Sr., founded a petroleum distribution company that is in
    1-8  operation today as Phillips Properties, Inc., with businesses
    1-9  throughout the Rio Grande Valley and the San Antonio/Austin area;
   1-10  and
   1-11        WHEREAS, A graduate of McAllen High School and Edinburg
   1-12  Junior College, Mr. Phillips continued his formal education at The
   1-13  University of Texas at Austin; and
   1-14        WHEREAS, While active in his family's business, this dynamic
   1-15  individual began exploring other interests and became active in the
   1-16  public service arena, serving from 1949 to 1955 as a member of the
   1-17  McAllen School Board and as the board's president in 1952 and 1955;
   1-18  and
   1-19        WHEREAS, After retiring from the McAllen School Board,
   1-20  Mr. Phillips was elected to the Hidalgo County School Board, in
   1-21  which capacity he performed the many demanding duties of his office
   1-22  with dedication and loyalty for 12 years; and
   1-23        WHEREAS, With the loving support of his wife, Jean, and his
   1-24  five children, Fred, John, Joe, Thomas, and Mary, this outstanding
    2-1  gentleman has achieved many significant goals for the Rio Grande
    2-2  Valley; during his tenure on the McAllen School Board, he was
    2-3  instrumental in bringing about integration in the district's
    2-4  schools, and in his position as chairman of Phillips Properties,
    2-5  Inc., he has provided employment opportunities for approximately
    2-6  225 residents of the region; and
    2-7        WHEREAS, The citizens of Hidalgo County have greatly
    2-8  benefitted from the outstanding efforts of Mr. Phillips, and he is
    2-9  truly worthy of special legislative recognition for his notable
   2-10  achievements and remarkable record of service; now, therefore, be
   2-11  it
   2-12        RESOLVED, That the House of Representatives of the 73rd Texas
   2-13  Legislature hereby commend Mr. Fred Phillips, Jr., for his
   2-14  dedicated service in behalf of the citizens of Hidalgo County and
   2-15  South Texas; and, be it further
   2-16        RESOLVED, That an official copy of this resolution be
   2-17  prepared for Mr. Phillips as an expression of high regard by the
   2-18  Texas House of Representatives.
