H.R. No. 757 R E S O L U T I O N 1-1 BE IT RESOLVED by the House of Representatives of the State 1-2 of Texas, That Rule 13, Section 9(a), Rules of the House of 1-3 Representatives, 73rd Legislature, is suspended, as provided by 1-4 House Rule 13, Section 9(f), to the extent described in this 1-5 resolution, to enable the conference committee appointed to adjust 1-6 the differences between the house and senate versions of H.B. No. 1-7 259, relating to the creation and administration of a linked 1-8 deposit program to encourage lending to historically underutilized 1-9 businesses and small businesses in distressed communities, to 1-10 successfully conclude the committee's deliberations by authorizing 1-11 the conferees to consider and take action on the following specific 1-12 matters: 1-13 (1) House Rule 13, Section 9(a)(1), is suspended to permit 1-14 the committee to insert "or a historically underutilized business" 1-15 before the period in Section 481.191(1), Government Code. 1-16 This action is necessary to clarify that a historically 1-17 underutilized business may be an eligible borrower for purposes of 1-18 a loan under the linked deposit program. 1-19 (2) House Rule 13, Section 9(a)(1) is suspended to permit 1-20 the committee to strike "historically underutilized businesses and 1-21 small businesses in distressed communities" in Section 481.193(a), 1-22 Government Code, and substitute "small businesses in distressed 1-23 communities and historically underutilized businesses". 1-24 This action is necessary to clarify that a historically 2-1 underutilized business is not required to be located in a 2-2 distressed community to participate in the program. 2-3 distressed community to participate in the program. 2-4 Giddings 2-5 H.R.
