                                  R E S O L U T I O N
    1-1        WHEREAS, It is with special pleasure that the Texas House of
    1-2  Representatives honors Austin resident Charles Adkin Spain, Jr.,
    1-3  for his many outstanding contributions to the legal profession and
    1-4  historical research in the Lone Star State; and
    1-5        WHEREAS, A staff attorney for the Court of Appeals for the
    1-6  Third District in Austin since 1990, Mr. Spain received a
    1-7  bachelor's degree in history from Rice University before graduation
    1-8  from the Baylor University School of Law; formerly an associate
    1-9  with the law firm of Graves, Dougherty, Hearon and Moody in Austin,
   1-10  this esteemed attorney worked for the Honorable C. L. Ray of the
   1-11  Texas Supreme Court and has served on the Texas Young Lawyers
   1-12  Association's supreme court symposium committee and state moot
   1-13  court committee; and
   1-14        WHEREAS, Mr. Spain was named to the National Order of
   1-15  Barristers in 1988, only three years after winning recognition as
   1-16  best first time advocate as a first-year law student; a member of
   1-17  the State Bar of Texas since 1988, he is licensed to practice law
   1-18  before the United States district courts of the southern and
   1-19  western districts of Texas, the United States Court of Appeals for
   1-20  the Fifth Circuit, and the Supreme Court of the United States; and
   1-21        WHEREAS, Admired and respected by all those who have had the
   1-22  pleasure of working with him, this distinguished Texan has worked
   1-23  tirelessly toward the betterment of his community; a former Eagle
   1-24  Scout, Mr. Spain served as a district scout executive for the Boy
    2-1  Scouts of America from 1982 until 1985; and
    2-2        WHEREAS, Last year this accomplished gentleman published "The
    2-3  Flags and Seals of Texas" in the South Texas Law Review,
    2-4  chronicling the development of Texas' identity as a nation and
    2-5  state displayed through its flags and other symbols; and
    2-6        WHEREAS, Mr. Spain has made many outstanding contributions to
    2-7  his profession, community, and state, and it is indeed appropriate
    2-8  that he be accorded special legislative recognition; now,
    2-9  therefore, be it
   2-10        RESOLVED, That the House of Representatives of the 73rd Texas
   2-11  Legislature hereby commend Charles Adkin Spain, Jr., for his
   2-12  achievements in the fields of law and history; and, be it further
   2-13        RESOLVED, That an official copy of this resolution be
   2-14  prepared for Mr. Spain as an expression of high esteem by the Texas
   2-15  House of Representatives.
