                                  R E S O L U T I O N
    1-1        BE IT RESOLVED, BY THE House of Representatives of the State
    1-2  of Texas, that House Rule 13, Chapter C, Section 9(a) and (b), be
    1-3  suspended in part as provided by House Rule 13, Chapter C, Section
    1-4  9(f) to enable consideration of, and action on, the following
    1-5  specific matters which may be contained in the Conference Committee
    1-6  Report on Senate Bill 5.
    1-7  1.  Salary Policy
    1-8      A.  The Conference Committee Report does not provide for an
    1-9          across-the-board salary increase for the 1994-95 biennium.
   1-10          Authorization is continued for across-the-board salary
   1-11          increases granted during the 1992-93 biennium.  However,
   1-12          direct appropriations for the salary increase granted in
   1-13          fiscal year 1993 are provided only for fiscal year 1994,
   1-14          while the cost in the second year of the biennium would be
   1-15          absorbed as required by other provisions in the Conference
   1-16          Committee Report.  Agencies and institutions are authorized
   1-17          to carry forward unexpended balances from fiscal year 1994
   1-18          to fiscal year 1995, not otherwise restricted, in an amount
   1-19          not to exceed 50 percent of the 1994 direct appropriations
   1-20          for the "1993 Salary Increase."
