H.R. No. 847 R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Ciro Casares for the many and significant contributions he has made 1-3 to the betterment of the people and the city of Elsa; and 1-4 WHEREAS, A native of Hidalgo County, born in Donna, 1-5 Mr. Casares is a longtime resident of Elsa, and after settling 1-6 there in 1952 established a grocery business and quickly became 1-7 active in a variety of local concerns; and 1-8 WHEREAS, He made many lasting contributions through his 1-9 noteworthy career in local government, serving as mayor of the city 1-10 of Elsa during the 1970s; and 1-11 WHEREAS, Deeply committed as mayor to improving the quality 1-12 of life throughout the area, Mr. Casares led efforts to establish a 1-13 day care center, health clinic, and welfare office and to attract 1-14 to the city the Amigos Del Valle Program, and he was instrumental 1-15 in appropriating funds for the construction of the current city 1-16 hall and the police and fire departments; and 1-17 WHEREAS, Mr. Casares also has benefitted the people of Elsa 1-18 through his involvement in a number of community service projects; 1-19 vitally committed to the area's youth, he has generously served as 1-20 scoutmaster with the Boy Scouts of America and has contributed 1-21 thoughtful insight as a member of the Edcouch-Elsa School Board; 1-22 and 1-23 WHEREAS, This deeply compassionate gentleman has given of his 1-24 time, talents, resources, and energies to help the less fortunate 2-1 by working to address their food, clothing, shelter, and other 2-2 needs; and 2-3 WHEREAS, A man of boundless energies, Mr. Casares receives 2-4 his spiritual strength as a devoted member of Sacred Heart Catholic 2-5 Church and also serves the parish through his active membership in 2-6 the Knights of Columbus; and 2-7 WHEREAS, In honor of his contributions to the city of Elsa 2-8 throughout the years, city leaders declared May 15, 1993, as Ciro 2-9 Casares Day throughout the community; and 2-10 WHEREAS, Mr. Casares is a man of great vision and has 2-11 tirelessly worked toward the betterment of the Elsa community, and 2-12 his exceptional efforts in this regard truly merit special 2-13 legislative recognition; now, therefore, be it 2-14 RESOLVED, That the House of Representatives of the 73rd Texas 2-15 Legislature hereby commend Ciro Casares for the many outstanding 2-16 contributions he has made to the people and city of Elsa; and, be 2-17 it further 2-18 RESOLVED, That an official copy of this resolution be 2-19 prepared for Mr. Casares as an expression of high regard by the 2-20 Texas House of Representatives. 2-21 Texas House of Representatives. 2-22 De La Garza 2-23 H.R.
