No. 853 73R11949 DRH-D R E S O L U T I O N 1-1 BE IT RESOLVED by the House of Representatives of the State 1-2 of Texas, 73rd Legislature, Regular Session, 1993, That House Rule 1-3 13, Section 9(a), be suspended in part as provided by House Rule 1-4 13, Section 9(f), to enable the conference committee appointed to 1-5 resolve the differences on Senate Bill No. 172 to consider and take 1-6 action on the following specific matters: 1-7 (1) House Rule 13, Section 9(a)(1), is suspended to permit 1-8 the committee to change the date contained within Section 1-9 111.0194(a), Natural Resources Code, by striking "the effective 1-10 date of this section" and "September 1, 1993" and substituting for 1-11 both phrases "January 1, 1994". 1-12 EXPLANATION. This change is necessary to conform the 1-13 presumption created for pipeline easements to the effective date 1-14 provided in the conference committee report. 1-15 (2) House Rule 13, Section 9(a)(1), is suspended to permit 1-16 the committee to change the effective date of the bill by striking 1-17 SECTION 2 of the bill and substituting the following: 1-18 SECTION 2. This Act takes effect January 1, 1994. 1-19 SECTION 3. The importance of this legislation and the 1-20 crowded condition of the calendars in both houses create an 1-21 emergency and an imperative public necessity that the 1-22 constitutional rule requiring bills to be read on three several 1-23 days in each house be suspended, and this rule is hereby suspended. 1-24 EXPLANATION. This change is necessary to change the 2-1 effective date of the bill to January 1, 1994.
