                                  R E S O L U T I O N
    1-1        WHEREAS, B. H. "Bill" Blackmon is retiring as general manager
    1-2  of Mobil Oil Company's Beaumont refinery, bringing to a close a
    1-3  distinguished career that has spanned over three and a half decades
    1-4  of service with the company; and
    1-5        WHEREAS, A graduate of Mississippi State College with a
    1-6  degree in chemical engineering, he began his career with Mobil Oil
    1-7  at the Beaumont refinery in 1956; his outstanding talents and
    1-8  expertise were widely recognized and after serving in various
    1-9  engineering positions he advanced to become programs manager; and
   1-10        WHEREAS, Mr. Blackmon transferred to New York in 1972 to
   1-11  serve as manufacturing operations coordinator, subsequently became
   1-12  manager of the Buffalo refinery, and later held other managerial
   1-13  positions at the company's New York headquarters; and
   1-14        WHEREAS, Relocating to Texas in 1978, he was general manager
   1-15  of gas liquids operations in Houston for eight years before moving
   1-16  to Dallas to serve as vice president-technical for Mobil Pipe Line;
   1-17  and
   1-18        WHEREAS, Mr. Blackmon returned to the Beaumont refinery in
   1-19  1986 as its general manager and has capably served in that capacity
   1-20  since that time; and
   1-21        WHEREAS, Widely respected throughout his chosen profession
   1-22  for his dedication, hard work, and knowledge, he has contributed
   1-23  keen and thoughtful insight as a member of the Southeast Texas
   1-24  Plant Manager Association, as a member of the board of the Texas
    2-1  Association of Business, and as a member of the TAB Environmental
    2-2  Council; and
    2-3        WHEREAS, He also has made many significant contributions
    2-4  through his work with a number of professional and business
    2-5  organizations, including the Golden Triangle Business Roundtable,
    2-6  the Golden Triangle Minority Business Council, and the Southeast
    2-7  Texas Government/Management/Labor Council; and
    2-8        WHEREAS, Throughout his distinguished career, Mr. Blackmon
    2-9  has maintained close ties to the Beaumont community and has been an
   2-10  active member of a number of community organizations; he has served
   2-11  as a member of the boards of directors of St.  Elizabeth Hospital
   2-12  and the United Way, as a member of the Beaumont Rotary Club, and on
   2-13  the steering committee for the Community Development Corporation;
   2-14  and
   2-15        WHEREAS, Mr. Blackmon's dedication and integrity throughout
   2-16  his career with Mobil Oil and his outstanding involvement in
   2-17  community service have greatly improved the quality of life of the
   2-18  residents of the Beaumont area; his exceptional work truly merits
   2-19  legislative commendation; now, therefore, be it
   2-20        RESOLVED, That the House of Representatives of the 73rd Texas
   2-21  Legislature hereby congratulate B. H. "Bill" Blackmon for his many
   2-22  outstanding accomplishments and extend to him best wishes for a
   2-23  happy and rewarding retirement; and, be it further
   2-24        RESOLVED, That an official copy of this resolution be
   2-25  prepared for Mr. Blackmon as an expression of high regard by the
   2-26  Texas House of Representatives.
