                                  R E S O L U T I O N
    1-1        WHEREAS, On May 18, 1944, Paul Rich was born in New York
    1-2  City, New York, better known as the "Big Apple" of the United
    1-3  States of America, and is now a transplanted but proud Texan of
    1-4  many years; and
    1-5        WHEREAS, Paul Rich educated himself as an attorney by
    1-6  attending St. Mary's University Law School in San Antonio, having
    1-7  also attended graduate school through a fellowship at New York
    1-8  University Graduate School, all this after serving honorably in the
    1-9  U.S. Marine Corps; and
   1-10        WHEREAS, Paul is now in partnership with Rich & Alonzo, P.C.,
   1-11  with offices located in Dallas and San Antonio, where he practices
   1-12  litigation and civil law; and
   1-13        WHEREAS, The great State of Texas is made up of great people
   1-14  like Paul who give of themselves unselfishly and beyond limits to
   1-15  help the less fortunate through their work--professionally,
   1-16  socially, voluntarily, and politically; and
   1-17        WHEREAS, Paul Rich has devoted well over 20 years of his life
   1-18  to the civil rights movement and its work to specifically help
   1-19  minorities in this country and has also previously served as a
   1-20  special U.S. attorney general; and
   1-21        WHEREAS, Paul Rich was the founder and executive director of
   1-22  the "Oficina de la Gente," with nine offices located throughout
   1-23  South Texas, founded for the primary purpose of providing legal
    2-1  services to many of the less fortunate in the region, and has also
    2-2  previously headed the anti-trust division in the Texas Attorney
    2-3  General's Office, as well as the Central Texas Legal Service in
    2-4  Travis County; and
    2-5        WHEREAS, Paul Rich continues to be a spokesman for the needs
    2-6  of the Mexican American community and all Texans as demonstrated in
    2-7  his one-time 1980 bid as candidate for the 23rd U.S. Congressional
    2-8  District in South Texas, which is a predominantly Mexican American
    2-9  district; and
   2-10        WHEREAS, Paul Rich has actively and politically participated
   2-11  in the Democratic Party--locally, statewide, and nationally--and
   2-12  has demonstrated his commitment to the party and its principles
   2-13  through his participation in the three Democratic national
   2-14  conventions and the numerous Democratic state conventions he has
   2-15  attended; now, therefore, be it
   2-16        RESOLVED, That the House of Representatives of the 73rd Texas
   2-17  Legislature hereby commend Paul Rich for his outstanding service
   2-18  and contributions to the Mexican American community and all Texans
   2-19  of this state; and, be it further
   2-20        RESOLVED, That an official copy of this resolution be
   2-21  prepared as an expression of high esteem by the Texas House of
   2-22  Representatives.
