   1-21                         A BILL TO BE ENTITLED
   1-22                                AN ACT
   1-23  relating to the composition of the emergency management council.
   1-24        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-25        SECTION 1.  Subsection (b), Section 418.013, Government Code,
   1-26  is amended to read as follows:
   1-27        (b)  The emergency management council is composed of the
   1-28  lieutenant governor, the speaker of the house of representatives,
   1-29  the heads of state agencies, boards, and commissions, and
   1-30  representatives of organized volunteer groups.
   1-31        SECTION 2.  The importance of this legislation and the
   1-32  crowded condition of the calendars in both houses create an
   1-33  emergency and an imperative public necessity that the
   1-34  constitutional rule requiring bills to be read on three several
   1-35  days in each house be suspended, and this rule is hereby suspended,
   1-36  and that this Act take effect and be in force from and after its
   1-37  passage, and it is so enacted.
