AN ACT
1-1 relating to district offices of the Texas Department of
1-2 Transportation.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Article 6663h, Revised Statutes, is amended to
1-5 read as follows:
1-6 Art. 6663h. DEPARTMENT DISTRICTS. (a) For the purposes of
1-7 performing the department's duties, the commission shall divide the
1-8 state into not more than 25 <18> districts. A district may not
1-9 have more than one district office. The department may have as
1-10 many offices for maintenance and construction personnel in a
1-11 district as the commission determines necessary. The department is
1-12 exempt from any law purporting to require the department to conform
1-13 the provision of its services to service regions other than the
1-14 districts established under this article.
1-15 (b) In determining the <number and> boundaries of a
1-16 district, the commission shall consider all cost and benefit
1-17 factors including the highway activity and the number of employees
1-18 required to staff a proposed district.
1-19 (c) The commission shall periodically review the necessity
1-20 for the <number of districts and for the> number of maintenance,
1-21 construction, and support operations in each district and shall
1-22 submit the findings of this review to the Legislative Budget Board
1-23 as part of any budget request the department shall be required to
1-24 file with that commission.
2-1 SECTION 2. This Act takes effect September 1, 1993.
2-2 SECTION 3. The importance of this legislation and the
2-3 crowded condition of the calendars in both houses create an
2-4 emergency and an imperative public necessity that the
2-5 constitutional rule requiring bills to be read on three several
2-6 days in each house be suspended, and this rule is hereby suspended.
