                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the representation of persons before executive agencies
    1-3  by members of the legislature.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 7(a), Chapter 421, Acts of the 63rd
    1-6  Legislature, Regular Session, 1973 (Article 6252-9b, Vernon's Texas
    1-7  Civil Statutes), is amended to read as follows:
    1-8        (a)  No member of the legislature shall, for compensation,
    1-9  represent another person before a state agency in the executive
   1-10  branch of state government <unless:>
   1-11              <(1)  the representation is made in a proceeding that
   1-12  is adversary in nature or other public hearing which is a matter of
   1-13  record; or>
   1-14              <(2)  the representation involves the filing of
   1-15  documents, contacts with such agency, or other relations, which
   1-16  involve only ministerial acts on the part of the commission,
   1-17  agency, board, department, or officer>.
   1-18        SECTION 2.  Section 4(g), Chapter 421, Acts of the 63rd
   1-19  Legislature, Regular Session, 1973 (Article 6252-9b, Vernon's Texas
   1-20  Civil Statutes), is repealed.
   1-21        SECTION 3.  This Act takes effect September 1, 1993.
   1-22        SECTION 4.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency   and   an   imperative   public   necessity   that   the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
