                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to tuition charged certain students at public institutions
    1-3  of higher education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 54, Education Code, is
    1-6  amended by adding Section 54.066 to read as follows:
    1-7        Sec. 54.066.  CERTAIN FORMER FEDERAL EMPLOYEES.  An
    1-8  individual is entitled to pay tuition and other fees at an
    1-9  institution of higher education at the rates applicable to Texas
   1-10  residents without regard to the length of time the individual has
   1-11  resided in this state if:
   1-12              (1)  the individual was born in this state;
   1-13              (2)  the individual was employed by the federal
   1-14  government in a position located in Washington, D.C.; and
   1-15              (3)  employment in that position terminated not earlier
   1-16  than the 90th day before the date the individual enrolls at the
   1-17  institution.
   1-18        SECTION 2.  Section 54.066, Education Code, as added by this
   1-19  Act, applies only to tuition that becomes due beginning with the
   1-20  fall semester in 1993.  Tuition that became due before that
   1-21  semester is governed by the law in effect at the time the tuition
   1-22  became due, and that law is continued in effect for that purpose
   1-23  only.
   1-24        SECTION 3.  The importance of this legislation and the
    2-1  crowded condition of the calendars in both houses create an
    2-2  emergency and an imperative public necessity that the
    2-3  constitutional rule requiring bills to be read on three several
    2-4  days in each house be suspended, and this rule is hereby suspended,
    2-5  and that this Act take effect and be in force from and after its
    2-6  passage, and it is so enacted.
