                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the regulation of outdoor signs in certain areas of
    1-2  certain counties; providing a penalty.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Article 2, Chapter 221, Acts of the 69th
    1-5  Legislature, Regular Session, 1985 (Article 6674v-3, Vernon's Texas
    1-6  Civil Statutes), is amended by adding Section 18 to read as
    1-7  follows:
    1-8        Sec. 18.  REGULATION ON STATE HIGHWAY 288.  (a)  The
    1-9  legislature finds that:
   1-10              (1)  State Highway 288 is frequented for scenic
   1-11  purposes by residents from every part of the state; and
   1-12              (2)  protecting the scenic characteristics of the
   1-13  highway is of concern to the entire state.
   1-14        (b)  The power granted under this section is to encourage the
   1-15  scenic use of State Highway 288.
   1-16        (c)  The Texas Department of Transportation may license,
   1-17  control, or otherwise regulate the erection of a sign that is
   1-18  located within 1,000 feet of the center line of that part of State
   1-19  Highway 288 that is located in the unincorporated area of the
   1-20  county.
   1-21        (d)  This section applies to signs erected on or after the
   1-22  effective date of this Act.
   1-23        (e)  A violation of a regulation adopted under this section
   1-24  is a Class C misdemeanor.
    2-1        SECTION 2.  This Act takes effect September 1, 1993.
    2-2        SECTION 3.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended.
