                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to a prohibition on activities of former officers and
    1-2  certain employees of the Texas Board of Pardons and Paroles and the
    1-3  Pardons and Paroles Division of the Texas Department of Criminal
    1-4  Justice; providing a penalty.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Art. 42.18, Code of Criminal Procedure, is
    1-7  amended by adding Section 28 to read as follows:
    1-8        Sec. 28.  (a)  A person may not, while serving as a board
    1-9  member of the Texas Board of Pardons and Paroles or an employee of
   1-10  the Pardons and Paroles Division of the Texas Department of
   1-11  Criminal Justice and following the termination of such employment,
   1-12  represent any person for compensation, or otherwise receive
   1-13  compensation for services rendered on behalf of any person,
   1-14  regarding the parole process of an eligible prisoner.
   1-15        (b)  A former officer or employee of the board or division
   1-16  commits an offense if the former officer or employee violates this
   1-17  section.  An offense under this section is a Class A misdemeanor.
   1-18        SECTION 2.  This Act takes effect September 1, 1993.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
