                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to peace officer training programs by the Commission on
    1-2  Law Enforcement Officer Standards and Education.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 415.031, Government Code, is amended by
    1-5  adding Subsection (e) to read as follows:
    1-6        (e)  The commission shall include instruction in
    1-7  constitutional law in a peace officer training program under
    1-8  Subsection (a) and shall require a person seeking a peace officer
    1-9  license to have received at least 40 hours of training in
   1-10  constitutional law, with an emphasis on instruction about
   1-11  individual rights and the federal bill of rights.  The
   1-12  constitutional law requirement may be satisfied through other
   1-13  formal training that the commission determines to be equivalent to
   1-14  three college semester hours.
   1-15        SECTION 2.  Section 415.034, Government Code, is amended by
   1-16  adding Subsection (d) to read as follows:
   1-17        (d)  The commission shall develop a course of continuing
   1-18  education that allows persons who are special investigators of the
   1-19  United States covered under Article 2.122, Code of Criminal
   1-20  Procedure, to obtain the necessary training to qualify as a peace
   1-21  officer if the person is later elected, appointed, or employed as a
   1-22  peace officer.
   1-23        SECTION 3.  This Act takes effect September 1, 1993.
   1-24        SECTION 4.  The importance of this legislation and the
    2-1  crowded condition of the calendars in both houses create an
    2-2  emergency and an imperative public necessity that the
    2-3  constitutional rule requiring bills to be read on three several
    2-4  days in each house be suspended, and this rule is hereby suspended.
